Budget allocation and the analytic hierarchy process

Abstract: This report demonstrates that the priorities calculated by the Analytic Hierarchy Process can be used as measures of benefit for budget allocation. A procedure is described that optimally allocates a budget among competing DOE waste minimization projects. The projects are compared usmg an analytic hierarchy already developed by Sandia National Laboratories.
