Budget impact analysis of breast cancer screening in Italy: The role of new technologies

Abstract: Although mammography screening significantly reduces breast cancer mortality, women could present different morphological characteristics that do not allow the correct vision of their breasts and the detection of cancer, resulting in a delay of diagnosis and an increase in the risk of mortality. The present study aims at analyzing potential areas of improvement of the current screening programs and then hypothesizing alternative technologies to use within the diagnostic phase, from an economic point of view. “…In order to evaluate the feasibility of implementing a new screening modality, it is essential to examine its economic consequences as well. A recent budget impact analysis about ABUS, conducted in Italy, found an increase in the screening phase expenditure, but economic advantage related to subsequent treatment of diagnosed patients ( 27 ). The program and the developed protocol for evaluation also provides an opportunity to examine the economic aspects of ABUS by taking local conditions and environment into account.…”

“…For costs of a screening mammogram, diagnosis and treatment by cancer stage we used previously reported estimates. [23][24][25] In order to increase screening adherence in Southern Italy (i.e. to overcome barrier 1), we considered an investment of 10 mobile screening units (at €180,000 each).…”

“…Foglia et al [ 36 ] analyzed the budget impact of using ABUS in breast cancer screening. As screening pathways, they compared the AS-IS scenario (involving mammography, with the further examination if anything suspicious is detected), IDEAL scenario (mammography + HHUS), and TO-BE scenario (mammography + ABUS).…”
