This chapter aims to contribute to the knowledge on participatory planning (PP) in the protected area (PA) management focusing on areas whose sustainability is significantly affected by excessive tourism activity. The existing literature has shown PP to be both crucial for successful PA management as well as one of the weaker links in current PA management processes. However, the analysis of PPs key features and their implementation in the PAs are not adequately covered in the literature. Thus, this chapter analyses the role and critical elements of successful PP process in PA using the case studies of two Croatian national parks (NP) that have been under significant visitor pressure over the past years . Based on several criteria devised through a critical review of PP literature, an assessment of PP models in two NP is performed, and critical points requiring improvements identified.

A sociedade global está vivenciando complexos desafios no enfrentamento dos problemas severos. Este ensaio teórico objetivou promover discussão sobre a governança colaborativa a partir dos diálogos entre os stakeholders como mecanismo de cooperação. O recorte desta pesquisa são os problemas severos a respeito dos Objetivos do Desenvolvimento Sustentável 12 direcionado ao consumo e produção responsáveis e do ODS 13 voltado às ações contra a mudança global do clima. Para atender ao objetivo foi realizado buscas avançadas nas bases de dados: Science Direct, SCOPUS e Web of Science. As principais palavras-chaves estrategicamente selecionadas foram: “governance collaborative”, “dialogue” e “sustainable development”. Como resultado, foram obtidas várias propostas para implementar os mecanismos de colaboração para executar o plano de ação da Agenda 2030. Diante das dificuldades em resolver os problemas perversos e complexos, como os ODS 12 e 13, a governança colaborativa passa a ser considerada um mecanismo essencial para potencializar as dimensões da sustentabilidade. Entendeu-se, por meio de uma reflexão crítica, que a governança colaborativa é fortalecida pela parceria entre os atores e os contínuos diálogos entre os stakeholders, pois assim potencializam-se engajamentos intensivos, sejam nas escalas local, regional ou global, em apoios às implantações das 169 metas distribuídas nos 17 Objetivos do Desenvolvimento Sustentável.

This research aims to learn the role of each government agency and community involved in the policy program for reducing maternal and infant mortality rate in Jember district. Then hope to come up with recommendations for strengthening the role of stakeholders in an effort to realize good governance. Given that in 2012, Jember district was listed as the district with the highest IMR and MMR in East Java. One of the collaborative policy programs launched to reduce the high IMR and MMR in Jember Regency is the Copy of Decision of Jember Regent Number: 188.45 / 101.1 / 012/2015 About Perinatal Maternal Audit Team of Jember Regency Year 2015. The descriptive qualitative research method used (before the C19 pandemic) was in-depth interviews, three FGDs with stakeholders. Data analysis by Spreadly analysis (taxonomic analysis, component analysis and cultural themes). The results showed that the ego-centricity of each government institution was still very prominent, and community participation was still mobilizing. Thus, efforts to strengthen collaborative governance roles are needed through the role of leading actors who are strongly committed to directing, controlling and monitoring policy programs that have been made.
