The issue of KPI selection is urgent for sustainable business organization including the financial sector. There are numerous studies devoted to KPIs; however, the European Central Bank (European Central Bank, 2023) insists on the necessity of revising the methodology to improve it and make it based on risk and behavior aspects. This research is an attempt to meet the new vision of the ECB. The authors develop a new approach to the selected KPIs of financial institutions on the basis of risk indicators. The PLS-SEM method was used to construct and test the model, representing the company's compliance function and considering various risk categories. The significant relationship between compliance procedures and risk factors was confirmed by the constructed model. The study results not only meet the ECB's new approach but also contribute to the scientific area of choosing sustainable indicators for sustainable business. Empirical analyses from the study decisively highlighted a pronounced correlation between strict compliance with the established rules and proficient risk management practices. In tandem with the ECB's guiding principles, the conclusions derived from this research not only complement the existing body of knowledge but also offer a novel perspective on the essence of the KPI selection. Conclusively, this research confirms the significance of risk-aware KPIs in guiding financial entities toward a trajectory of sustained excellence and growth.

E-Government has gained an enormous amount of attention by researchers and practitioners interested in digitizing the public sector through enacting policies and regulations. Compliance of regulatory requirements from these policies and regulations is an important requirement in e-Government service development projects. However, the concepts of regulatory requirements compliance are still scattered around in developing e-Government services. This article presents an e-Government regulatory requirement compliance (eGRRC) ontology framework that describes the interrelated concepts of regulatory requirements compliance in e-Government service development. The proposed eGRRC ontology is then applied on the recently introduced general data protection regulation (GDPR) for personal data processing across European Union (EU) countries, in order to indicate how the concepts can be mapped to the defined entities. The contribution of this article is on introducing a framework for researchers and practitioners to explore regulatory requirements compliance and their interrelationships in e-Government service development. Furthermore, e-Government legislation can accordingly be modeled using on the eGRRC ontology, that serves as basis for queries to infer knowledge about the source of regulatory requirements, objectives of the regulation, various types of requirements, the services affected, orientation of regulatory rules in requirements, priorities, and amendments of regulations in e-Government service development.

A New Model for eGovernment in Local Level Administrations in Libya

The assessment of eGovernment capability has often focused on assessing website functions and their use, whereas relatively little attention has been given to other aspects of local authority operations, particularly back-office processes. The study provides a literature review, from which a model for the assessment of eGovernment at individual process level is derived. The study provides a maturity stage model for analysing eGovernment based on technology deployment, organisational capability and process efficiency dimensions. For each of these three dimensions, a number of key change factors are identified and assessed to allow a positioning of the organisation in the stage model; and this is applied at individual process level within the organisation, as well as for the organisation as a whole. This research reports on the use of the model in two case studies - Sabratha local authority and Rujban local authority in Libya. The study illustrates the potential of the model in assessing eGovernment readiness and identifying opportunities for investment and change. It highlights the need for process improvement to accompany technology deployment, and the key role of organisational factors in bringing about the necessary change for the move to e-Government. The potential of the three-dimensional maturity model for developing appropriate strategies and plans for a transition to eGovernment is evidenced in the case studies. At Sabratha and Rujban local authorities, processes are generally not well developed, although in terms of technology deployment and organisational capability, there are some processes which have a reasonable basis from which to move forward. It is clear, however, that process maturity is generally weak in the local authorities studied, and this area needs appropriate focus and investment to allow the authorities to transition to an eGovernment in a planned and effective manner.
