Climate Change and International Civil Aviation Negotiations

Abstract: Abstract:The International Civil Aviation Organization (ICAO) has discussed ways of regulating greenhouse gas (GHG) emissions by civil aircraft for almost 20 years. Over the past four years, a consensus has developed about a market-based mechanism in the form of a carbon offset system.
