Short duration extreme precipitation has devastating impacts on city area. Local urbanization effects, superimposed upon regional climate change, complicate examination of long‐term changes in short duration precipitation extremes in urban areas. Based on high‐quality rain gauge observations of summer time hourly precipitation in Beijing Region over 1977–2013, this study reveals that despite the general drying tendency for North China, the urban area of Beijing has experienced more hourly precipitation extremes (HPE) than the suburban area since 2004, coinciding with the surge in the growth of urban built‐up areas. These hourly urban precipitation extremes are increasingly inclined to occurring during night‐time, especially during 1800 LST to 0200 LST (UCT+8). On the one hand, the amplified urban heat inland effect, which was more significant at night‐time, seems to have facilitated formation of more intense small scale thermal‐low and resultant ascending branch; on the other hand, it has favoured to establishing unstable stratification in the lower level. This possible mechanism explains the preference of HPE in urban areas during night‐time and climate change diversity under the influence of megacity superposition.

Extreme high-temperature event is one of the most urgent climate issues faced by coordinated development of the Beijing-Tianjin-Hebei region (BTH) in the future due to global warming and urbanization. Based on the homogenized daily temperatures from 174 meteorological observation stations, six extreme hot events were detected. The results revealed the spatiotemporal change characteristics of the extreme high temperature in the BTH. The acquired evidence showed the maximum daily minimum temperature (TNx), high-temperature days (SU35), hot night days (TR25), and heatwave spell durations (HWDI) have significantly increased, while the daily temperature range (DTR) has significantly decreased (p < 0.01) during 1961-2018. The SU35, TR25 and HWDI in 2010s were 68%, 2.8 times and 2.1 times higher than that in 1980s, respectively. Moreover, since 1961, the high-temperature season in the BTH has been getting longer at a rate of 7.4d/10a. The study also revealed the contribution of urbanization on high-temperature indices depends on city size and location in the BTH. The magnitudes of the indices change in the downtown area of Beijing, Tianjin and Shijiazhuang ranked top in the 13 cities of the BTH, which are closely related to the urban development. The mean contribution of urbanization on maximum daily maximum temperature (TXx), TNx, SU35 and TR25 was 68%, 45% and 27% in Beijing, Tianjin and Shijiazhuang, respectively. The socio-economic driving factors have an important impact on the change rates of the extreme high-temperature indices, which means that controlling population, city size and reducing energy consumption could effectively alleviate the urban heat island (UHI) effect and slow down the high-temperature events in the BTH. In the future, it is vital to further study and investigate the mechanism of the extreme high-temperature changes through numerical simulations and to research their impact and response in this region.

Waterlogging risk assessment of the Beijing-Tianjin-Hebei urban agglomeration in the past 60 years

In the context of global climate change and rapid urbanization, the risk of urban waterlogging is one of the main climate risks faced by the Beijing-Tianjin-Hebei (BTH) urban agglomeration. In this study, we obtain the urban waterlogging risk index of the BTH urban agglomeration and assess waterlogging risks in the built-up area of the BTH for two time periods (1961-1990 and 1991-2019). We analyze the economic and social data as well as the climate data from 149 meteorological observation stations in Beijing, Tianjin, and Hebei provinces and consider the hazard, exposure, and vulnerability factors. The results showed that for the two time periods considered, the areas with the lowest (Level-1) waterlogging risk have decreased by nearly 50%, and the secondlowest (Level-2) ones have increased by nearly 55%. Although the areas at Level-3 and above have decreased by 17%, the variations in each city were quite different. Among them, the areas at Level-3 have increased by 52% and 51% in Beijing and Handan, respectively. During the years 1991-2019, the areas at Level-3 risk and above were mainly found in Beijing, Tianjin, Shijiazhuang, Qinhuangdao, Handan, and Xingtai. Among them, Beijing had the highest waterlogging risk index. In particular, the areas with Level-3 risk and above have increased by 76% in the past 30 years. The areas with the highest risk level (Level-4) of waterlogging in Beijing were mostly found in the downtown areas (Haidian, Chaoyang, Dongcheng, and Xicheng districts). This study provides a scientific background for urban waterlogging risk management and implementation of the national strategy for the development of the BTH region.
