This study aims to describe the views of student IT teachers' and the factors which affect their priorities to use cloud services progressively. The study is conducted by qualitative research approach. The data obtained from the department of Computer Education and Instructional Technology students are collected by structured form for the use of cloud technologies. The data is analyzed by content analysis method. According to the findings, student teachers use cloud systems for file sharing and they do not use cloud systems because they do not need them or they do not know them mostly; cloud systems' main advantage is the flexibility of use independence from time and space and their main disadvantage are the security issues and the fact that they rely on the internet connection; cloud systems' main benefits for educational purposes are the flexibility and cost of use, and the fact that they support connection and collaboration between different users; participants think cloud services may have benefits on personal development of individuals' information literacy knowledge and can improve teaching skills and on connection and collaborative work with various people and finally student teachers are in the opinion that cloud services are more appropriate for application-project courses and both group and individuals' instruction. Due to cloud services' benefits on education, adopting them into education system is important to reach the developed education level. Therefore, teachers should be trained among those innovative technologies by IT teachers who are the core element for this process.

Abstract-The advent of cloud computing (CC) in recent years has attracted substantial interest from various institutions, especially higher education institutions, which wish to consider the advantages of its features. Many universities have migrated from traditional forms of teaching to electronic learning services, and they rely upon information and communication technology services. The usage of CC in educational environments provides many benefits, such as low-cost services for academics and students. The expanded use of CC comes with significant adoption challenges. Understanding the position of higher education institutions with respect to CC adoption is an essential research area. This paper investigated the current state of CC adoption in the higher education sector in order to enrich the research in this area of interest. Existing limitations and knowledge gaps in current empirical studies are identified. Moreover, suggested areas for further researches will be highlighted for the benefit of other researchers who are interesting in this topic. These researches encourage institutions of education especially in higher education to adopted cloud computing technology.

Cloud computing is a new technology. CC is an online service can store and retrieve information, without the requirement for physical access to the files on hard drives. The information is available on a system, server where it can be accessed by clients when it's needed. Lack of the ICT infrastructure of universities of the Kurdistan Regional Government (KRG) can use this new technology, because of economical advantages, enhanced data managements, better maintenance, high performance, improve availability and accessibility therefore achieving an easy maintenance of organizational institutes. The aim of this research is to find the ability and possibility to implement the cloud computing in higher education of the KRG. This research will help the universities to start establishing a cloud computing in their services. A survey has been conducted to evaluate the CC services that have been applied to KRG universities have by using cloud computing services. The results showed that the most of KRG universities are using SaaS. MHE-KRG universities and institutions are confronting many challenges and concerns in term of security, user privacy, lack of integration with current systems, and data and documents ownership.
