This research explores how public libraries support local authors, with a focus on if and how these works are included in library collections and made findable to patrons. Twelve public libraries, four each from British Columbia, Alberta, and Saskatchewan, were selected to analyze collection development policies and item metadata. Qualitative content analysis was used to code collection policies, and systemic analysis of item record metadata was used to understand methods of identifying locally-authored items. The results of this research indicate that collection policies provide both opportunities and barriers for acquisition of locally-authored items, including those items that are self-published. There is a lack of consistent methods for identifying items as locally-authored within item metadata. This research discusses some of the challenges associated with identifying items as locally-authored, and concludes with recommendations for modifying collection policies and methods for identifying items in order to make locally-authored items more accessible and discoverable to the local community.

The Covid-19 pandemic has impacted the collection development activities in the Regional Public Library of Sumenep Regency. The pandemic has allowed libraries to improve their collection development activities, which were not previously a priority. This study aims to describe the existing activities of the stages of developing the collection in the Sumenep Regional Public Library during the pandemic. The research method used was descriptive qualitative, with the research subject being a librarian of the Sumenep Regional Public Library. Data collection was obtained through observation, interviews, and a literature review. Study results found that firstly, community analysis was conducted by distributing questionnaires links through Instagram accounts and the official website. Second, the collection development policy needed to be formally and officially formulated. Third, collection selection was carried out with a conformarian understanding, which is a balance between quality and interest in books. At this stage, the selection was carried out based on the data results from the step previously. Fourth, the procurement of library materials was hampered during the pandemic due to budget cuts for procurement allocations and the provision of digital libraries. Fifth, weeding was carried out more efficiently and focused during the pandemic. The final stage was collection evaluation, and it was found that the Sumenep Public Library itself did not carry out routine evaluations of collection development. It found several obstacles, namely budget cuts due to being diverted to Covid-19 funds, lacking human resources in the IT field, and lacking a collection development policy formulation. In conclusion, the Sumenep Public Library still needs more collection development during the pandemic.

PurposeThe purpose of this research is to investigate the language of “weeding” (library deselection) within public library collection development policies in order to examine whether such policies and practices can be usefully connected to library and information science (LIS) theory, specifically to “Deweyan pragmatic adaptation” as suggested by Buschman (2017) in the pages of this journal.Design/methodology/approachThis is a policy analysis of collection deselection policies from the 50 public libraries serving US state capitals, using Bacchi’s policy problem representation technique.Findings“Weeding” as described by these public library collection deselection policies is clearly pragmatic and oriented to increasing circulation to patrons, but the “Deweyan pragmatic adaptation” as reflected by many of those reviewed might better be defined as the pragmatism of Melvil Dewey rather than that of John Dewey.Research limitations/implicationsAlthough this work reviewed policies from a very small sample of US public libraries, collection, selection and deselection language as shown in the policies studied appear to be consistent with neoliberal priorities and values in terms of prioritizing “circulation” and “customers,” which may have additional implications for the current transition from print to electronic materials in public librariesOriginality/valueJohn Dewey’s political philosophy and Carol Bacchi’s policy problem representation technique have not been widely used in policy analysis by LIS researchers, and this paper offers a number of suggestions for similar public library policy investigations.
