“…The persistent and increasing departures above the 1:1 line for the agricultural land super-class in the PAL and MODIS data (figures 2(A) and (C), top) suggest increasing differences between the Don and Dnieper basins due to a diversity land management practices, laws and policies that arose following the establishment of independent states in 1991 (Lerman et al 2004, Zhovtonog et al 2005, Wegren 2008). Collapse of the Soviet Union resulted in the loss of financing for maintenance of irrigation infrastructure, resulting in sharp decreases in water consumption for agriculture (Ostapchuk 2005, Zhovtonog et al 2005, Wegren 2008).…”

“…This transition in agriculture was characterized by substantial falls in agricultural output and decapitalization (Macours & Swinnen, 2002). Much stateowned irrigation fell into disrepair and the establishment of local self-governance for economically sustainable irrigation has been seen widely as an essential task (Zhovtonog, Dirksen, & Roest, 2005), although some have doubted whether this can be achieved currently in the Balkans (Theesfeld, 2004).…”

“…There have been some cases in which the agricultural irrigation management that was performed by involving local community failed to gain success or sustainability (cf. Zhovtonog, Dirksen, and Roest 2005). Some of the determinant factors of a WUAs success in managing agricultural irrigation are the WUAs administrator structure and behavior and the availability of member-generated funds.…”
