This paper presents the results of a systematic literature review showing how the literature on quality management (QM) in higher education (HE) has evolved. As a first contribution, this work presents a systematic breakdown of research in the field of HE quality management. Its second and most innovative contribution is its coverage of the process of introducing quality management into institutions' global management systems. Theoretically, we believe this second point to be a general trend in the evolution of the quality management literature, and empirically it represents a trend for quality management principles and practices in governance and management systems of higher education institutions (HEIs). The literature was analysed by distinguishing three main levels in HEIs: a process level, an organisational level, and, since our focus is specifically on the field of quality management, a quality management principles level. Overall, this paper concludes that integration at the three levels of analysis is strong. Moreover, we were able to identify a trend towards the development of holistic and comprehensive quality management approaches both in conceptual and empirical research studies.

The methodological rigour in the competence assessment represents a strategic choice to achieve a successful promotion of human capital. The role of personal and professional competences has been recognized in every professional areas and a huge number of studies have contributed to better understand how competence affect individual and organizational behaviour and what are the best methods to assure its effective assessment. The paper aims to propose an operative and standardized competence assessment procedure coherent with the more recognized international qualification frameworks, even if allowing customized reports. The proposed procedure is the result of the operationalization of a general framework able to offer good contextual and intra-individual adaptability. A four-step procedure has been identified. Each step or phase is structured in some specific sub-phases, which in turn are articulated into several activities, with a view to culminating in a structure coherent with the European Qualification Framework (EQF), where competence are described in terms of Knowledge, Skills, Ability and Other characteristics (KSAOs). The procedure, coherently with proposed framework, can be implemented both in the early stages of the job search, as i.e. graduate employability, or to detect highly specific competence finalized to promote individual and/or organizational performance. In this regard, the standardized competence assessment procedure appears to be a valid instrument to enhance individual potential, encourage competence-based organizational development and to promote Human Capital as organizational competitive resource.

Abstract. Kazan Federal University being the leading one in the Volga region has set a strategic goal of academic reputation and University authority growth to achieve a high level of international recognition. The article describes the measures that were implemented by University management to enter the list of world leading universities. Some tools that accompany and foster necessary transformation are described and the way to align strategic priorities and economists training programs development is analyzed. The paper considers Bachelor and Master Degree courses in Economics and Management reshaping and establishes connection between New Third Generation Educational Standard introduction into the system of higher education and the process of University integration into the global educational environment. The new competence-based paradigm and interdisciplinary approach are both considered as important steps to improve academic and research performance. The "road map" developed and implemented by University management team was used as a platform for content analysis of qualitative data via systematic examination and verification of projected indicators open for public consideration on the official University web-page.
