Constructing Optimal Futures for Education - Technology Foresight in Educational Policy and Planning

Abstract: This article focuses on challenges associated with the use of technology foresight for developing long-term strategies for innovative uses of ICT in education with an emphasis on the role of creativity. The outcomes of two international foresight programmes on the future of education are critically examined. The findings demonstrate the need to address programme participants' capacity to engage in systematic futures thinking and to emphasise creative aspects of constructing shared visions of the future.

“…One approach to achieving greater citizen participation can be found in a reformulation of planning processes. In this paper an inclusive policy design approach is applied to a smart planning process (Gandy, Baker, Zeagler, 2017), that employs the use of 'personas,' a tool consisting of imagined (constructed) "characters" that reflect a composite of shared individual traits (Fuglerud, et al, 2020;Thayer, 2014). Personas have been created using participatory design methods in the specific context of electronic waste disposal planning for a smart city (Wanderley & Bonacin, 2019).…”

“…'Personas,' are a tool consisting of imagined (constructed) "characters" that reflect a composite of shared individual or group traits (Schultz & Fuglerud, 2020;Thayer, 2014). Personas can enhance the 'smart' engagement of citizens, capturing their social beliefs, dignity and capacity for action, thereby providing the means of capturing underrepresented voices in a multidimensional profile (Wilson, et al, 2018).…”
