Yet, predicting project success is difficult and often unreliable. A four-year field study shows that the effectiveness of available methods for evaluating and selecting large, complex project depends on the specific project type, organizational culture, and managerial skills. “…The screening processes-both word count and term search of the full article databases/corpus (138 articles) also showed that few articles contain the term "agri*, eval*, sustainab*, and impact*" (Figures 5 and 6). The reason for the plurality of evaluation methods likely has to do with the fact that LLs are by definition user-driven, thus evaluation approaches are guided by different organizations, agencies and stakeholder groups depending on the location and specific mandate of the LL [23]. We found that, in general, the purpose of evaluation among those articles which put forward evaluation tools was improvement of the particular LL functioning (67%) while 78 percent of studies conducted an evaluation study after the LL project was completed (Figure 7) and based upon the specific goals of those particular projects.…”

“…There is significant empirical proof that there are major differences between complexity measures across different industry sectors, therefore the research scope and applicability was limited to IT [48]. Criteria and numeric weights are different across domains, and even between authors, experts or studies within the same field [49]. This suggests that the values of the weights vary across different types of projects, organizational and technological environments.…”

“…Before the project is started, project's baseline schedule acts as a roadmap for the future project performance, while during the execution of the project, it is used as a reference point to show the negative and positive deviations (Browning 2014;Thamhain 2013). For doing so, an efficient project control system needs to be used in which a negative (or even positive) signal is generated when the project starts to deflect significantly from the baseline.…”
