“…As indicated by our study, the distribution of all three mechanisms is rather similar; however, market and hierarchy still emerge as the most impactful dimensions of network governance. This finding is consistent with the previous research, which in reference to the bipolar mode of governance underlined that market and hierarchy are anchored in the mainstream governance theory (Todeva, 1998; Todeva, 2010; Hansson and Longva, 2014). Building upon the early foundations of TCE, our study demonstrates that managers should pay particular attention to the constituent elements of market and hierarchy.…”

“…The mechanisms considered thus far are the contractual, partnership (formal or informal agreements, which do not include penalties for not fulfilling obligations), organizational (the need for coordination is met by organizational changes), and discursive (shared ways of viewing problems and solutions) mechanisms [5,15]. However, Rivasplata et al [7] (p. 69) argue that more research is needed on the mechanisms that can be used, and ways to adapt these mechanisms to local conditions and contexts.…”

“…However, the overwhelming impression from this literature is that the nature of the encounter between accounting and other forms of public sector operational expertise cannot be controlled by attending to a few simple variables of budgeting practice (Broadbent and Guthrie, 2008). Rather, it is complex and highly context dependent, depending very much on the micro-processes through which local responses to general policies and specific budgetary regimes emerge (Ezzamel et al, 2012;Hansson and Longva, 2014;Kurunmäki and Miller, 2011). This paper seeks to add to this literature by exploring a novel perspective on the intertwining of accounting and other forms of public sector operational expertise and its effects on public sector budgetary practices.…”
