Розглянуто стан надходжень і видатків бюджетів територіальних громад Львівської області, орієнтованих на реалізацію заходів у сфері охорони навколишнього природного середовища. Зміни повноважень органів місцевого самоврядування внаслідок децентралізації супроводжуються також і змінами можливостей залучення фінансових ресурсів. Обґрунтовано, що важливим джерелом ресурсів, необхідних для зменшення та запобігання негативному впливу на довкілля, є екологічний податок. Показано спадну тенденцію надходжень цього податку до бюджетів територіальних громад, зокрема на прикладі Львівської міської територіальної громади. Для дослідження використано інформацію, розміщену в модулі "Boost-аналіз" на платформі відкритих даних у сфері публічних фінансів "Є-data". Це дало змогу сформувати дані, які стали основою для бенчмаркінгу та отримання порівняльних оцінок стану використання територіальними громадами Львівської області фінансових ресурсів на заходи з охорони довкілля. Визначено ті територіальні громади регіону, які за підсумками 2021 р. мали найкращий стан за показниками надходжень екологічного податку і їх співвідношень із видатками на природоохоронні заходи. Водночас виявлено, що в деяких територіальних громадах видатки на такі заходи не здійснювалися, хоча й були заплановані. Наведено перелік громад, які мали істотні відхилення фактичних надходжень екологічного податку від запланованих. Встановлено, що видатки на природоохоронні заходи в територіальних громадах загалом перевищують надходження від екологічного податку.

The aim of this work was to study the implementation of the self-education principles in specialized education, focusing on the principles of regularity, consistency, the relationship between selfeducation with education and self-education with professional activities. A pedagogical experiment was conducted in general secondary and higher educational institutions, as well as through surveys of pupils, students, nursery school teachers, school teachers and lecturers/professors. The sample involved 78 pupils and 12 teachers from 5 secondary schools, 123 students and 17 lecturers/professors from 3 higher education institutions, as well as 14 teachers from 3 nursery schools. The survey was conducted on questionnaires created by the authors of this work. The questionnaires consisting of closed-ended questions. Statistical data on the dynamics of the teaching staff of educational institutions were analysed through mathematical methods. The introduction of methods that contribute to the development of self-educational competence, self-control and selforganization in educational institutions also has a positive effect on the academic performance of pupils and students. These methods improve cognitive activity and increase motivation of educational activities, social interaction and purposefulness, point out gaps in acquired knowledge and help to implement a differential approach. Self-education should be consistent and regular, starting with general secondary education.

Lifelong learning skills and building competencies necessary for teachers’ competitiveness are urgent issues. This work aimed to study the relationship between teachers’ self-education and competitiveness. The research method used a questionnaire survey of teachers and principals of general secondary education institutions, as well as the method of comparison and mathematical methods. The results showed that there was a relationship between teachers’ motivation factors for independent lifelong learning, directions and sources with the achieved results of self-education was established. According to the framework of competitive competencies, the teacher’s qualities’ dependence on motivation, directions, sources and results of self-education was also revealed. The results of this study can be helpful as they arrange knowledge and research methods of the self-education process, taking into account motivation, directions, sources, and outcomes. Therefore, teachers should engage in self-education throughout their professional life to improve their competitiveness. They should also constantly update their knowledge of the fields related to teaching. They must develop synchronously with the evolution of science and technology and have a creative approach to learning. Teachers should supplement their knowledge of subject teaching methods, psychology, and health care. Further research should focus on other factors influencing improving teachers’ competitiveness.
