International trends, innovative paradigms and current developments are gaining momentum day by day in higher education systems. The aim of the study is to express the production, promotion and explanation of innovative policies for higher education throughout the country. The study was carried out according to the qualitative research method. Conceptual analysis was applied and documents in the field literature were used. First of all, the concepts of "inclusivity", "diversity", "access", "equality" and "internationalization" in higher education is intended. Later, innovative strategies, policies, practices and routines carried out in Turkey and especially within the Council of Higher Education were put forward with all their basic dimensions and components. In the last part of the study, possible problems in the fields of inclusivity, diversity, access, equality and internationalization in Turkish higher education were addressed and solutions were proposed and possible future scientific study topics were presented Fatma Hümeyra YÜCEL 345 www. inesjournal.com with a constructive and developing perspective.
