This research aims to examine the relationship between the increase in encroachment on conservation forests and the classification of forests based on their ownership status, as well as assess the East Nusa Tenggara BBKSDA's responsibility in addressing conservation forest encroachment. This research uses an empirical legal research method. All collected data is then qualitatively analyzed to describe the problem and answer the research objectives. The results show that land ownership claims, boundary disputes, and a lack of community understanding regarding conservation forest status are the primary causes of encroachment. Although the East Nusa Tenggara BBKSDA has taken various proactive steps to address conservation forest encroachment, the issue has not yet been fundamentally resolved. Therefore, it is recommended that the Local Government and East Nusa Tenggara BBKSDA take concrete measures to tackle the ambiguity of land ownership status, which is one of the root problems of conservation forest encroachment. These measures could begin with reviewing and updating data related to land boundaries and ownership status, followed by mediation between the government and the community to resolve border disputes fairly and transparently. Furthermore, it is essential for traditional institutions and local communities to actively participate in this process actively, utilizing local knowledge and traditions in determining fair and mutually recognized land boundaries. The Local Government and BBKSDA must also enhance efforts to socialize and educate the community about the importance of conservation forests, including the long-term benefits of forest conservation for environmental sustainability and the local economy. These efforts should be carried out through effective communication appropriate to the local cultural context so that the community can accept and value the importance of conservation forests.

This research aims to understand the processes and effects of internalizing paddisengeng values by the Bugis-Bone ethnicity residing in Masamba Village. This research uses an ethnographic analysis. Ethnographic analysis is an approach that begins with field facts, analyzes them based on cultural theories and relevant arguments to explore the cultural situation of the community, and ultimately yields a conclusion. The results show that the process of internalizing paddisengeng values by the Bugis-Bone ethnicity in Masamba Village, which includes the stages of introduction and understanding as well as acceptance and integration, has successfully instilled values such as compassion, honesty, integrity, honor, decorum, hard work, migration, and religious morality. However, the internalization has also presented challenges, particularly regarding the shift in siri’ values that may encourage ostentatious and vanity behavior, potentially reducing social coherence. Therefore, it is recommended that the Department of Education and Culture of Poso Regency, parents, and the Bugis-Bone ethnicity in Masamba Village continue nurturing and developing the practice of internalizing paddisengeng values. The Department of Education and Culture can support this initiative through educational programs that integrate cultural values into the school curriculum and cultural activities that raise awareness of the importance of these values for the younger generation. Parents are advised to continue teaching their children these values in ways relevant to modern life, emphasizing the importance of hard work, honesty, and integrity without losing the true essence of siri’ values. The Bugis-Bone ethnicity needs to maintain constructive intergenerational dialogue to ensure that these values are preserved and creatively adapted to face the challenges of the times. Through this collaborative approach, paddisengeng values are expected to continue serving as a strong foundation for the Bugis-Bone ethnicity in Masamba Village, enriching their cultural heritage while remaining responsive and adaptive to social changes.

This study aims to examine and analyze the dichotomy between doctrinal and non-doctrinal approaches in the study of legal science. This research uses normative research methods. The collection of legal materials is done by using literature study techniques. The legal material obtained in this study was then analyzed qualitatively with a comparative approach to present conclusions and answer the research objectives. The results show that the dichotomy of approach in the study of legal science is a scientific dynamic in line with social changes in the community. The doctrinal approach is a normative legal study that always focuses on norms that are none other than the character of legal science itself. In contrast, the non-doctrinal approach is an empirical legal study that crosses other scientific disciplines and does not ignore legal norms as the character of legal science. In addition, the doctrinal approach determines substantially what is allowed and what is not (das sollen). At the same time, the non-doctrinal approach corrects legal behavior as nothing but a judiciary that creates justice, certainty, and utility in the empirical realm (das sein). Therefore, it is recommended for legal academics to have progressive legal thought construction. In addition, the government must ensure every legal academic’s competence when making academic manuscripts of Laws and Regulations Draft. In this case, the rule of law must achieve social justice for Indonesia’s people.
