Currently, the world is facing two significant challenges: low-carbon development and overcapacity. Government departments must reexamine their development strategy of energy industry. Implementing environmental regulatory policies and technological innovation can help alleviate coal industry’s overcapacity, while sustainable development requires joint actions of governments, enterprises, and the market. Based on the evolutionary game theory, this study constructs a tripartite evolutionary game model of local government, power industry, and coal enterprise. Under the premise of bounded rationality, the evolution path of each player in the game under the market incentive environmental regulation is analyzed, and the influence of the change of parameters of each player on the result is numerically simulated. The study found that strengthening environmental regulation by local governments is an inevitable choice to promote the transformation and upgrading of coal industry and power industry. In addition, reducing law enforcement costs and technological innovation costs are the fundamental point of the coordinated development of the three parties. Technological innovation in the power industry will reduce the probability of coal companies’ choosing clean production strategies, while seeking low-cost clean production technology and financial support is the key to coal companies’ optimization of production capacity.

Purpose This paper aims to uncover the significance of capacity, capacity utilization (CU) and its role in the quality and productivity improvement in an industrial environment. Besides, the current study is also aiming to explore the various ways to estimate CU and its status across the world. Design/methodology/approach In the present study, a comprehensive literature review on capacity and CU is carried out to expose the research direction in the field of CU. This work is primarily focused on capacity, CU and their estimation methods based on the research in various industries of different countries and current status in present scenario across the world. Findings The literature reveals that CU estimation is carried out by some government/central agencies at the national or sector level rather than the industry level in most of the productive nations. As far as industrial growth is concerned, capacity management should be carried out at a particular industry level so that engineering managers can be able to find out loopholes for huge capacity waste within the plant. It is observed that CU in the industrial sectors mainly computed by time series method, survey method, economic approach and engineering approach worldwide. Research limitations/implications This paper tries to cover almost all research work in the field of CU in various industrial sectors. However, the organizations which are producing the product with limited demand may get benefit inadequately. Practical implications This paper provides a vision to management toward productivity improvement through optimal utilization of available resources. As in most organizations, CU issues are much neglected areas. Originality/value This paper provides valuable insights on capacity and CU in the industrial sector across the world. Besides, it focused on comprehensive literature of capacity and various methods to estimate CU in industrial sectors.

Variation in Total Factor Productivity of Corn in 19 Main Producing Areas under the Constraint of Carbon Emissions

To realize the sustainable development of the corn industry, the key lies in improving the total factor productivity (TFP) of corn under the constraint of carbon emissions. Based on the panel data of 19 main corn producing areas in China, this paper creates a corn TFP measurement model, applies the model to measure the corn TFPs in each main producing area from 2008 to 2018, and analyzes the features and causes of the variation in corn TFP in China with constraint of carbon emissions. The results show that: After 2015, the corn TFP in China was on the rise with constraint of carbon emissions, and the corn production was moving towards low-carbon mode, but exhibited huge regional difference; The policies on corn structure adjustment in the Sickle Band areas have effectively promoted the low-carbon production of corn in these areas, and improved the corn TFP; The growth of corn TFP in China is mainly bottlenecked by the slow technical progress. Finally, several policy suggestions were put forward to promote the low-carbon production and TFP of corn and other crops.
