Today, the world is undergoing a major investment cycle in infrastructure, which is vital for the development and prosperity of countries and society. Management deficiencies in infrastructure projects are well known and some of them concerns weak engagement of project stakeholders. Importance of stakeholder engagement as the key success factors for infrastructure projects is recognized. However, the literature gives very few answers how this process manifests in projects. Some scholars concluded that it is a complex and undertheorized management process which necessitates more empirical research. The research questions seek to identify how practitioners perceive the stakeholder engagement, who implements activities and processes related to engagement and in what way, which organizational aspects influence the process and how success is achieved in infrastructural projects. Interviews were conducted with eight experienced experts who participated in a whole series of (complex) infrastructure projects. The interviews examined all aspects of the engagement of stakeholders in detail, and a thematic analysis was carried out. Based on the analysis, success/failure factors related to the stakeholder engagement process were defined. As a result, a framework model for engaging stakeholders and achieving success in infrastructure projects is presented, which is based on three management levels and three levels of project success.

O objetivo desta revisão sistemática foi verificar os estudos existentes acerca da governança de projetos na administração pública. Para isso, utilizou-se uma adaptação do protocolo de Tranfield, Denyer e Smart (2003) como norteador da execução da revisão, originalmente com três estágios e nove fases. Os dados foram coletados em duas bases de dados internacionais, a Scopus e a Web of Sience. Após aplicação dos critérios de inclusão e exclusão, com auxílio do software EndNote®, chegou-se a uma amostra com 13 trabalhos para análise. Foi elaborada uma caracterização geral dessas publicações, em que se apresentam os periódicos onde estes trabalhos foram publicados, autores, Qualis CAPES, ano de publicação e forma de abordagem. Na sequência, foi realizada uma análise destes trabalhos de maneira que se constatou sete temas principais de pesquisa: interface governança-gerenciamento, propriedade, estruturas de governança, práticas de governança, garantias de qualidade, desempenho e interação governança contratual-relacional. A principal contribuição deste trabalho foi ter verificado o estado da arte sobre a temática e ressaltado que, embora este tema não seja incipiente, a produção sobre ele ainda é escassa e que há um vasto campo para exploração.

Government-sponsored public–private partnership (PPP) projects in the United Kingdom face particular complexity and uncertainty challenges because of the country’s specific socioeconomic context. This research investigates the role of governance and stakeholder management in PPP-based sustainable projects by conducting a mixed methods approach, which includes a quantitative survey and a qualitative case study inference. The results show that project governance and stakeholder management have a significant positive impact toward sustainable development and PPP project success. Whereas the negative impact of opportunism over contractual governance and stakeholder management is insignificant. Similarly, the negative effect of project uncertainty over contractual governance is insignificant toward sustainable development.
