Informal learning is seen as an important phenomenon in the contemporary era of lifelong learning. This study examined informal learning activities and its outcomes as well as the factors that influenced, either positively or negatively, informal learning. In total 24 employees of the Dutch Open University were interviewed about their main informal learning experiences over the last two years. Findings revealed that the majority of the informal learning outcomes are skill-based, generic and applicable in a larger cluster of jobs than participants' present jobs. Participants favoured learning activities that allow high levels of internal locus of control. The main stimulus for informal learning lies in the changing demands of their daily job. Other organisational, job and employee characteristics, such as age, job tenure, attitude of supervisor and colleagues, hardly influenced participants' informal learning. One key aspect of e-government is its potential for an ICT enabled transformation of the public sector. Through ICT, new forms of collaboration and interorganizational public service networks become feasible, making it possible to carry out the public sector's tasks more efficiently and effectively. However, a rather significant gap exists between this transformational potential and the tangible results that have been achieved so far. One reason for this slow and cumbersome implementation seems to be that public managers lack the necessary competencies to bring the promises of e-government to fruition. This article analyzes the changing competency requirements for public managers that accompany e-government and describes the first steps in the development of an egovernment competency framework for public managers. The article sums up the results of a literature review on e-government competencies, a survey carried out for the article, and data gathered in focus group workshops. Based on these results, a first set of e-government competencies is then outlined that goes beyond pure ICT skills. The article concludes with a discussion of the framework and its implications for human resource management in the public sector.

Abstract. Efficient and effective lifelong learning requires that people can make informed decisions about their continuous personal development in the different stages of their life. In this paper we state that lifelong learners need to be characterized as decision-makers. In order to improve the quality of their decisions, we propose the development of an integrated lifelong learning and employment support system, which traces learners' competence development and provides a decision support environment. An abstract conceptual model has been developed and the main design ideas have been documented using Z notation. Moreover, we analyzed the main technical challenges for the realization of the target system: competence information fusion, decision analysis models, spatial indexing structures and browsing structures and visualization of competence-related information objects.
