Determinants of healthcare system’s efficiency in OECD countries

Abstract: Countries striving to improve their HSE should aim to impact population behavior and welfare rather than only ensure adequate medical care. In addition, they may consider avoiding specific institutional arrangements, namely gatekeeping and the presence of multiple insurers. Finally, the ambiguous association found between socioeconomic and environmental indicators, and a country's HSE necessitates caution when interpreting different ranking techniques in a cross-country efficiency evaluation and needs further … Show more

“…The use of the same weights as evidenced by the presence of a large number of partial indicators, i.e. 50-100 partial indicators (Gulliksen, 1950). In the case of a large number of indicators, it is diffi cult to adequately determine the weights for each indicator, and the more complex weighing scheme would make it diffi cult to interpret the impact of the individual sub-indicators.…”

“…International comparisons of the performance of healthcare system discuss many authors -see Barták (2012), Dlouhý (2009), Hadad et al (2013 or Lawson et al (2012). There exist many indicators which are used to measure and evaluate the performance of healthcare systems.…”

“…When analysing healthcare efficiency, several international studies focus on economic and social factors, and lifestyle such as unemployment rate or level of education (see, e.g., Spinks and Hollingsworth, 2009). Others use financial indicators because healthcare expenditure has important effect on public health, as well as on the operation of health systems (Hadad, Hadad and Simon-Tuval, 2011;Portafke, 2010;Rivera, 2010;Schoenberg, et al, 2007;Asandului, Roman and Puiu, 2014). …”

“…One of the fundamental difficulties indicated by many authors is providing the definition of the outcomes of healthcare systems [e.g. Retzlaff-Roberts et al 2004;Afonso, Aubyn 2005;González et al 2010;Hadad et al 2013;Papanicolas, Smith 2013]. The main outcome of the system is the improvement of the health of society, however measuring such a parameter is difficult.…”
