Instantaneous angular speed (IAS) measurement using zebra tape has been presented as an advantageous tool for rotating machinery surveillance. Unfortunately, both butt joint and mounting imperfection of the zebra tape result in stripes with different widths, which cause the outliers appear in the acquired signal. This paper proposed a solution to accurately identify the outliers and define the angular displacement values represented by outliers in the condition of periodic fluctuation of speed. The procedure is based on K-means clustering method and Fourier series model. Specially, a series of algorithms take K-means clustering partitioning method as core, and is used for outliers identification; the Fourier series fitting model is used to analyze the angular displacement values represented by outliers. Experimental study was performed on a test rig to validate the method under different measurement conditions. In the present paper we analyse the stable and optimal operation of wind power systems, WPS, composed of wind turbines, TV, coupled with synchronous generators with permanent magnets (SGPM), high power SGPM in the Dobrogea area, 4MW turbines manufactured at General Electric. Based on the experimental data, the wind turbine models MM-WT and the MM-SGPM permanent magnet synchronous generator are determined. Using these mathematical models, simulations are made of rapid variations in wind speed over time and the conditions for stable and energy-efficient EEA operation are highlighted. It mainly analyses the evolutions in time of power and speed from the generator, in direct connection with the change in wind speed over time. At the end of the paper is given a power calculation algorithm at SGPM, based on wind velocity measurements and VUM, ω, so that the operation is stable and energy optimal.

The present paper determines the optimum energy operation area of an electric wind power system, under time varying wind speed conditions. The determinations of the optimal area, from the energy point of view, is done based on experimental values from the Romanian black sea cost, Dobrogea area. The optimum operation area is defined by the optimal mechanical velocity, ωOPTIM. For this, the dependence between the wind speed, v, and ωOPTIM are computed based on the current wind speed and the current mechanical velocity ω. Due to the high inertia of the wind turbine (WT), the generators speed is not able to follow the changes of the wind speed. Knowing the optimum value ωOPTIM, the solution is to determine the load at the permanent magnet synchronous generator (PMSG) in order that the mechanical speed should timely reach his optimum.
