The relevance of the research is conditioned by the necessity to acquire knowledge of a foreign language by cadets of higher military educational institutions and servicemen for successful performance of official duties. In the article, the scientific and methodological literature on the use of video materials for teaching a foreign language has been analyzed. The aim of the article was to define the importance and necessity of using video materials for teaching English to cadets of higher military educational institutions and servicemen. The requirements of English knowledge in listening and speaking for servicemen, whose knowledge of English corresponds to the standardized speech level ‘functional’, have been considered. It has been found that servicemen have to understand conversations on both everyday and professional topics and to be able to communicate effectively in everyday and standard working situations. Based on the analysis of the literature, the advantages of the use of video materials for teaching a foreign language have been determined; the main techniques of using video materials (watching video materials without sound, listening to the plot without watching a video file, watching a video file with stops, partial watching (when a part of the screen is closed and cadets / servicemen have to guess what was closed), division of cadets into two groups) and requirements for selecting video files have been characterized. In the article, the necessity to teach to understand the real speech of native speakers has been highlighted; the description of oral informal spontaneous speech has been given; the practice of selective ignoring the heard information has been clarified. The examples of websites, which correspond to topics of teaching of cadets / servicemen have been given (U.S. Army Talent Management, VSB Defense, Military Comparisons, Defense Forces and Military Center). Taking into account the received information, the recommendations on the work with video materials have been given. The necessity of teaching cadets / servicemen how to work with video materials and how to develop the ability to learn English independently with the help of video materials was specified.

The article examines aspects of public policy formation with the aim of implementing the mobilization model of economic development. Threats and challenges to Ukraine’s national security under martial law indicate about the need for fundamental changes in approaches to the formation of the foundations of public policy aimed at a deep transformation of economic relations. Public policy can become a means of overcoming disputes in society and contribute to the establishment of an order that is recognized by all members of society. And the extent to which public policy takes care of the interests and needs of the common people, or defends transnational, oligarchic, state-bureaucratic, party, confessional, or any other corporate interests, will depend on the actual degree of its publicity and the effectiveness of confronting modern challenges and threats. The main concepts of ensuring the economic security of the state and accelerating its economic development are considered. For the effective functioning of the mobilization model of economic development, there is a need to centralize the state administration system with a strengthening of the role of planning, organization, regulation and control. Economic security is achieved in the presence of the necessary norms, appropriate public policy, an effective mechanism of state administration, effective institutions for the protection of the public interest, and coordination of the activities of political and public forces. The economy of the state should always be aimed at achieving specific social goals, the basis of which is a person, various components of his comprehensive development, his rights, the opportunity to live and work peacefully, cooperation and a fair system. The mobilization model of economic development is meant as an anti-crisis model of the economy, aimed at maximum protection of the state from various threats and challenges, which is based on a special system of public management of economic activity, which allows to ensure the fullest use and restoration of production factors. Only the state can carry out the necessary mobilization of the economy for the benefit of society, taking into account the interests of future generations. Business itself is not capable of this. The work raises the question of fundamental reform of economic relations, overcoming the consequences of economic degradation in the conditions of the arbitrariness of the colonial-oligarchic model of the economy, changing the vector of the country’s socio-economic development in the direction of ensuring economic, technological, digital, cultural and educational sovereignty. According to the results of these processes, not only the management system and the economy must change, people must change, the state itself must change.
The article analyzes the Law of Ukraine "On the Basics of National Resistance" from the point of view of further development of defense and security legislation. This Law is considered as a complex legal act that regulates the organization and functioning of territorial defense, the resistance movement and the preparation of citizens for such activities. It is indicated that by the subject of legal regulation, this normative legal act is included in the system of defense legislation and interacts with normative legal acts that make up the security legislation. This is confirmed by the fact that, on the one hand, its provisions are aimed at providing Ukraine's defense activities with a more meaningful and comprehensive character, including by promoting defense. On the other hand, the provisions of this Law contribute to the creation of conditions for ensuring the national security of Ukraine both through strengthening defense and improving the provision of military security, and through other components of national security, in particular, through public, informational, legal and some other types of national security. Given the fact that both defense and security legislation always establish and define legal and organizational foundations (fundamentals) in the relevant spheres of social relations related to the provision of national security and defense of Ukraine, the word "fundamentals" is used in the title of this Law redundant Based on this, it is indicated that the most optimal name of this Law should be "On National Resistance". It is noted that this Law, by its subject of legal regulation, concerns the organization of national resistance, and therefore the activities of broad sections of the population. In this regard, it is indicated that the preamble of the Law should be more detailed and should disclose participation in national resistance as a form of fulfilling the constitutional obligation to protect the Motherland (Part 1 of Article 65 of the Constitution of Ukraine) and the cause of all Ukrainian people in protecting the sovereignty and territorial integrity of Ukraine (Part 1 of Article 17 of the Basic Law of Ukraine). At the same time, the reference to Article 65 of the Constitution of Ukraine, which establishes that the protection of the Motherland, independence and territorial integrity of Ukraine is the duty of Ukrainian citizens, is conditioned by the fact that national resistance is one of the forms of protection of the Motherland as the most important constitutional duty of Ukrainian citizens
