This study aims to show what kind of problems and challenges occur in the middle of Papua Province development, as well as the extent of complexity of these development problems and the challenges of the New Autonomous Region to answer it. We use the systematic literature review method by showing a collection of literature from the Scopus database that discusses the development of Papua and analyzing the literature collection into several clusters. Bibliometric analysis is used to generate statistical models that show the relationship between each study. 151 literature sources were used in this study and produced three clusters namely development process, environment, and communication. From these aspects, several development efforts have been carried out by the government such as collaboration with the private sector, community capacity building through local value development, and the involvement of indigenous peoples. Moreover, there are several things that need to be considered such as land acquisition issues, the difficulty of access, planning and control functions, political intervention and interests, along with the communication system that has not been integrated. The New Autonomous Region can have a narrow span of control so it will optimize supervision and monitoring functions, but there are several things that need to be considered when implementing it such as planning, existing human resources capacity, and financial aspects. There are some limitations in this paper, where we cannot reach some highland areas to directly observe the challenges that occur there. Future research can develop discussions about Papua development through direct observations in those areas.

The presence of electrical power is crucial for driving Indonesia’s economic expansion. The National Electricity Company’s initiative, the 35000 MW Electricity Program, aims to construct numerous power plants across the nation, including in Eastern Indonesia where gas-fired plants are planned. Consequently, optimizing liquefied natural gas (LNG) distribution through maritime transport becomes imperative. This study investigates LNG distribution utilizing mini-LNG vessels, influenced by factors such as geographical conditions and demand volume. Employing a blend of greedy algorithms and linear programming, the research tackles the Capacitated Vehicle Routing Problem to minimize distribution expenses while considering route efficiency and vessel capacities. Ship dimensions are subsequently determined through statistical analysis and economic evaluations, factoring in financial viability parameters. Findings reveal that the optimal ship capacity for the designated cluster is 5000 cubic metric, with a velocity of 16 knots. Economic analysis indicates that the investment is financially viable if the LNG sales price margin remains above US$ 4/MMBTU.

Liquefied Natural Gas (LNG) can be used as an alternative fuel with environmentally friendly solutions. In general, the domestic distribution of natural gas in LNG is more cost-effective than transporting gas through underwater pipelines considering Indonesia as archipelagic country. According to Indonesia’s Minister of Energy and Mineral Resources Regulation Number 13 of 2020, the government supports converting 52 power plants to LNG. However, the current challenge in the LNG industry is the lack of supporting facilities. Storage and regasification facilities are among the infrastructure that requires optimization. Floating Storage and Regasification Unit (FSRU) are viable options for energy distribution that offer opportunities and competitiveness compared to onshore terminals. Small and medium-scale FSRU can serve as an alternative solution due to their relatively fast, flexible, and affordable development process. Therefore, this research will develop a small-medium FSRU design with a capacity of 60 MW − 70 MW in Eastern Indonesia. FSRU design should consist of four segments including location considerations and environmental conditions, powerplants gas requirements, LNG storage tank sizing and LNG regasification process. Calculations for various supporting FSRU components, seakeeping analysis, loading-offloading processes, 3D modelling and the integration of solar panels were discussed. The results obtained include the principal dimension, technical aspects of FSRU design, and the technology for LNG regasification processes used.
