Development of technical component of the methodology for project­vector management of educational environments

The main factors influencing the choice of individual subjects of the scientific activity or potential partners and executors for scientific and educational projects were analyzed. The specific features of choosing project executors of different categories were indicated. The functional responsibilities of project participants in accordance with the project structure were described. The individually oriented method for choosing subjects of scientific activity as executors of scientific and educational projects was developed, taking into account the productivity of their scientific activities in the past and considering the structure of projects. To determine the merits of the subjects of scientific activity, which are included in the relevant scientific subject spaces, it is necessary to apply the procedure of their productivity assessment. In addition, it is necessary to predict a change in productivity in the future based on retrospective data for this subject. Next, it is required to solve the multi-criteria problem of the choice among the subjects of scientific activity who are quite productive in the opinion of the project manager. The use of the developed method reduces the subjective impact on making a decision regarding the choice of project executors. This is due to the fact that they are chosen by automated calculation of scientometric indicators of subjects, guided only by open sources of information. The individually oriented method for the selection of subjects of scientific activity was verified on the example of the formation of three applications of research projects. As a result, the average percentage of scientists who meet the requirements of project managers for each scientific subject space was about 46.55 %. The percentage of those involved in the project from those who were selected is about 24.07 %. The probability of cooperation is higher among those who have an average H-index.

Devising a competence method to build information spaces for executors of educational projects in a dynamic environment

This paper describes the conceptual apparatus for the formation of information spaces of executors of educational projects in a dynamic environment. A multiple model of identification of the executor of an educational project was developed, taking into consideration the competence approach and dynamics of the components of the information space. To assess the competencies of the executors of educational projects, three components are calculated: the grade of the executor’s knowledge, the grade of the executor’s performance, the grade of the executor’s personal qualities. Based on the obtained grades, generalized assessments of the level of competence of each executor are formed. These grades for each executor of a particular educational project are used to determine the level of performance and potential of this project. To find a generalized grade of the project potential, the least square method was used to construct a regression line, which indicates a tendency to develop the competencies of project executors. The stages of building information spaces of executors of educational projects in a dynamic environment were proposed. The hypothesis of the study that the progressive dynamic development of educational project executors has an impact on the potential of these projects was verified experimentally. To verify the described construction method, ten educational projects, which were implemented in the period from 2014 to 2020, were selected. The results indicate that the grade of the competencies of project executors recorded at the time of completion of a project almost completely coincides with the grade of evaluators after completion of the projects. The ranks obtained after the final evaluation of projects and the ranks according to calculated performance grades coincide by 40 %. Evaluation of projects is mainly focused on the reputation and performance of executors and does not sufficiently take into consideration the transformation of the competencies of executors during the implementation of projects.

The study considers the possibilities of using latent semantic analysis for the tasks of identifying scientific subject spaces and evaluating the completeness of covering the results of dissertation research by science degree seekers. A probabilistic thematic model was built to make it possible to cluster the publications of scholars in scientific areas, taking into account the citation network, which was an important step for solving the problem of identifying scientific subject spaces. As a result of constructing the model, the problem of increasing instability of clustering the citation graph in connection with a decrease in the number of clusters was solved. This problem would arise when combining clusters built on the basis of citation graph clustering, taking into account the similarity of abstracts of scientific publications. In the article, the presentation of text documents is described based on a probabilistic thematic model using n-grams. A probabilistic thematic model was built for the task of determining the completeness of covering the materials of an author's dissertation research in scientific publications. The approximate values of the threshold coefficients were calculated to evaluate whether the articles of an author included the research provisions that were reflected in the text of the author's abstract of the dissertation. The probabilistic thematic model for an author's publications was practised on the basis of the BigARTM tool. Using the constructed model and with the help of a special regularizer, a matrix was found to evaluate the relevance of topics specified by the segments of an author's dissertation abstracts to documents that are produced by the author's publications.
