Why did IR pluralism end with so many incommensurable camps? (How) can IR be demarcated as a discipline where these camps can find common ground for dialogue without glossing over theoretical pluralism? To answer the first question, the paper argues that Morgenthau’s critique of IR as social science can explain the proliferation of camps in IR pluralism that are incommensurable and cannot engage in dialogue. By transcending the dilemma of politics as highlighted in Morgenthau’s critique of social science, theories today are ideological camps that bestow on morality an ideological function that justifies their powers-that-be that serve particular means/ends hierarchies. This leads to the proliferation of empirical causal analyses that cannot be debated, since they rely on political interests that theory ideologically justifies and offers internal validation. To avoid this problem, the paper answers the second question by proposing to demarcate the discipline through Morgenthau’s concept of ‘interest defined as power’. It argues that demarcating the discipline on the basis of this concept opens room for engaging in dialogue in IR through leaving open the normative debate of means and ends, and thus acts as a bulwark against the proliferation of ideological camps, while promoting theoretical pluralism.

In the article, the authors examine the theoretical implications of the dialogue of the civilizations' concept. Particular attention is being paid to the ways to solve the conflicts between civilizations, causing social tensions and political instability. The article analyzes the famous American concept of S. Huntington "The Clash of Civilizations". This concept is summed up throughout the 20 th century, the century of the two World Wars and the Cold War, of the geopolitical and military methods in world politics.The concept of "civilization" does not figure in any of the theories of international relationsneither positivistic nor postpositive. It is not a state, not a political regime, not a class, not a network, not a community, not an individual or a group of individuals. Civilization is a community united by the participation in the same spiritual, historical, cultural, mental and symbolic tradition (most often religious in its roots, although not necessarily realized in terms of a particular religion), whose members realize their closeness to each other, regardless of national, social, political or ideological affiliation.The authors suggest that the "dialogue of civilizations" paradigm should replace the "clash of civilizations" paradigm and become the foundation of a multipolar world. In conclusion, it is noted that the interreligious Joint Russian-Iranian Commission for Orthodoxy-Islam Dialogue is a unique platform where representatives of various faiths and civilizations discuss international issues in order to develop a common approach for any given problem.

Международный туризм в XXI веке выступает значимым фактором развития мировой политики. Динамика роста туристских потоков и расширяющаяся география путешествий дают основание определять туризм как часть общего процесса интернационализации социально-экономических отношений. Во многих государствах индустрия туризма развивается довольно стабильно и эффективно. Политика стран должна быть ориентирована на извлечение максимальной выгоды из международного туристского сотрудничества. Значимость международного туризма в политическом дискурсе подчеркивается созданием международно-правовых актов, регулирующих сферу туризма, а также различного уровня туристских организаций. Международный туризм применительно к мировой политике имеет особое преимущество в урегулировании разногласий между государствами. Отмечается роль туристской сферы в формировании имиджа и престижа страны. Участие России в международных туристских проектах служит источником культурного, социального и экономического развития. Межгосударственные маршруты способствуют развитию культурного туризма, вписывающегося в политику устойчивого развития стран и регионов. Согласие иностранных партнеров на рассмотрение перспективных проектов по включению российских туристских дестинаций в культурные маршруты – положительная тенденция.Цель – определение политической роли туризма в межгосударственных отношениях.Метод или методология проведения работы: в статье использовались теоретический анализ, а также дескриптивный метод.Результаты: международный туризм становится инструментом преодоления негативного образа страны и оказывает влияние на имидж государства на международной арене.Область применения результатов: результаты исследования могут служить основой для дальнейшего развития и усовершенствования межгосударственных связей по средствам туризма.
