“…However, irrespective of the disparate terminology adopted, all accounts of this conception place European integration in some sort of federal but non‐statist constitutional form. This draws its inspiration from medieval constitutional theories, as in the case of the cosmopolitan federalist account of European integration (Bellamy and Castiglione , 427), or from more recent constitutional forms of the eighteenth and nineteenth century, such as a commonwealth (MacCormick ) or a non‐statist federation (Beaud ; Schönberger ).
