Show more

“…2 However, as policies that aimed to create equal conditions of competition came into effect, this category increasingly influenced regulations pertaining to labour law and social law that also affected non-mobile employees. This was because realising freedom of movement -independent of whether employees actually made use of the relevant provisions or not -meant that the member states' legal orders on labour and social affairs had to be compared and, where necessary, adapted (Wobbe and Biermann 2009). Thus, when the EEC Treaty entered into force, the equivalence criteria that were a prerequisite for comparing had to be formulated and, in turn, the knowledge needed to do so, such as comparable social statistics, had to be generated.…”

“…Equally curious is 12 Introduction Recognised as a 'classic', Hoskyns's book Integrating Gender (1996) marked a significant transition to the third stage, challenging established concepts in EU studies and developing a gender-sensitive research strand. 2 Her historical account was followed by studies utilising different theoretical concepts to review (and retell) the EU story through a gender lens (van der Vleuten 2007;Wobbe and Biermann 2009). Scholars openly criticised the genderblindness -or the inherent male bias -of established theories, concepts and approaches, as well as that of the political integration process itself.…”

“…Institutionalists, meanwhile, have described the emergence and development of equality policies as the by-product of path dependency. Along with Wobbe and Biermann (2009), one can argue that the short-term interests of governments in the 1950s (together with norm diffusion) led to unintended long-term consequences, namely a rather progressive EU gender regime. From a supranationalist perspective, the Commission appears to function as an autonomous actor, advancing gender equality by taking advantage of new leverage space opened by the onset of qualified majority voting and empirical observations of a gender gap in EU support (Abels 2001;Abels and Bongert 1998;Ellina 2003;Liebert 1999).…”
