Digitalization and the Decoupling Debate: Can ICT Help to Reduce Environmental Impacts While the Economy Keeps Growing?

Abstract: Digitalization can increase resource and energy productivities. However, the production and usage of information and communication technologies (ICTs) require materials and energy, and the application of ICTs fosters economic growth. This paper examines whether digitalization helps or hinders an absolute decoupling of environmental throughput from economic growth. The paper combines the literature on “green IT” and “ICT for green” with studies on decoupling, i.e., the relationship between economic growth, tech… Show more

“…But at the same time, it will also increase the pollution to the environment. Owing to the ceaseless development of economy and expansion of the production scale, it has a scale effect on environmental pollution (Santarius et al, 2020). The expansion of the scale of digital trade will lead to the increase in domestic production and manufacturing activities, which may aggravate pollution, and even make some enterprises adopt backward production technology in order to save costs.…”

“…Institutes are investing in an enhanced infrastructure and putting increased pressure on the electric grid to meet the super-computing energy consumption. But, because of the increased energy efficiency of installed infrastructure in buildings, there is a decrease in demands on fuel because of energy efficiency (e. g., Lange et al 2020;Ligozat et al 2020;Santarius et al 2020) and thus expected decrease in GHG emissions. So, and carefully stated, the increased demand on energy by institutes and universities to meet supercomputing powers is mitigated due to the advancement in technology.…”

“…Aber auch in Bezug auf Wirtschaftlichkeit und Nachhaltigkeit wird wissenschaftlich durchaus debattiert, ob sich die ökologischen und ökonomischen Kosten nur verschieben oder tatsächlich insgesamt verringern. Für eine Bewertung der Stoffstrombilanzen müssen externalisierte Kosten, der Fußabdruck von Serverfarmen oder Transportbedarfe einbezogen werden (Santarius et al 2020).…”
