Abstract: The objective of this article is to locate disability issues within the discourse of the Millennium Development Goals (MDGs). The idea is to question the failure of the goals addressing disability. MDGs cannot work as a universal remedy. It is critical to foreground the meaning of disability and underscore the reasons for the disabled people's absence from the agenda of the MDGs. Further, I discuss the ways in which state policy has addressed ‘disability’ in a globalising context. Finally, I outline the parado… Show more

“…The inclusion of explicit commitments on disability within the SDGs contrasts with its absence from the earlier Millennium Development Goals (Ghai, 2009;Grech, 2009;United Nations, 2011). Alongside these global developments, countries from the Asia Pacific region agreed their own set of disability-inclusive development goals in 2012the 'Incheon Strategy' (UN-ESCAP, 2012; 2017) -and efforts have been made to support country level action on disability and development in Africa (UN-DESA, 2016), although policy making at the regional level remains comparatively weak in this area (Lang et al, 2017).…”

“…Harman [49], reporting on World Bank MAP supported programmes in Kenya, Tanzania and Uganda, proposed that under this programme, CBOs were merely the implementers of projects, thus following a more utilitarian framework. This Zambia case study suggests that the World Bank (ZANARA-CRAIDS) support succeeded in delivering on many elements of the empowerment framework by placing the community at the centre of health service delivery, with the need to build the capacity of such groups.…”

“…Harman [49] found that organisations that had expanded their practices were able to attract funds from a wider range of sources, as donors perceived them to have a more holistic approach in responding to the epidemic. Also, there are less transaction costs for a donor who funds one group that engages in multiple activities, than if funding several organisations to undertake different activities [49].…”

“…SKH 'nin temelini oluşturan BKH ilan edildiğinde engelliler ve engelli örgütlerinde bir hayal kırıklığı yaratmıştır. Çünkü hedeflerde açıkça engellilerden bahsedilmemiş ve hedeflerin ortaya konması noktasında engelli örgütlerinin destek ve teşvikine başvurulmamıştır (Platform Disability and Development Cooperation, 2009;Mitra, 2013;Ghai, 2009). Bununla birlikte 2006 yılında ilan edilen EHS ile BM engelliliği sosyal model bağlamında hak temelli bir yaklaşımla ele almış ve sözleşmenin başlangıç kısmında engelliliğe ilişkin konuların sürdürülebilir kalkınmanın ayrılmaz bir parçası olduğunu kabul etmiştir (BM, 2006).…”
