Does Extension Work? Impacts of a Program to Assist Limited-Resource Farmers in Virginia

Abstract: In this article the economic impacts of Virginia State University's Small Farm Outreach, Training, and Technical Assistance Program are assessed. Impacts are measured in terms of program effect on incomes of limited‐resource participant farmers compared with their net farm incomes had they not participated. “…Most part of the literature on impact evaluation of extension services programs on agriculture find certainty about increasing revenues (Akobundu et al, 2004) and improvement on technology or knowledge adoption (Lopez and Maffioli, 2008;Praneetvatakul and Waibel, 2006), but we find mixed results related to extension services programs effects on yield, specially on the short-run. Maffioli et al (2013) evaluate whether public interventions are successful in promoting agricultural technology uptake by small and medium farmers.…”

“…The number of trainings taken by the farm manager was not significant but it still showed positive effects on the EE, AE, and PTE in vegetable farming. Extension and training programs help farmers in the decision-making, particularly for the varietal selection, farming practices, and marketing activities (Akobundu et al 2004). In the recent years, farmers' field schools have been established to develop the farmers' competencies in crop management practices focusing on the integrated pest management (IPM) (Joshi and Karki 2010).…”

“…Fewer studies of the impact of extension programmes have been conducted in developed countries, although precedents exist. Akobundu et al. (2004) explore the impact of extension on limited‐resource farmers in Virginia.…”
