This article examines the relevance of the concept of multi-level governance for understanding changes in science policy in France. It explores the emergence of a pattern of multi-level governance, particularly in relation to arenas for negotiation between national and regional levels. Compromises are made between the principles of competition and equality and there is great diversity across regions in terms of the capacities for developing bottom-up strategies for science-based development. The article highlights the prerequisites for the development of a multi-level polity and emphasizes the continued role that central government retains in the global design of science policy. regstdpy C., Heraud J.-A. et Perry B. Cet article cherche a esquisser les derniers changements de la gouvernance de la politique de science en Angleterre et a evaluer la naissance recente des politiques de science regionales. Sur le plan infra-national, le debut des annees 2000 a ete marque par une importante mobilisation, representation et creation institutionnelle par moyen des conseils pour la science et l'industrie regionaux. Des fonctions de politique complementaires se sont developpees sur les plans national et regional, et on commence a deceler des felures dans le controle de l'Etat, surtout a la lumiere du renforcement du rapport entre la science et le developpement economique. Il s'est fait le jour un systeme minimal de gouvernance a plusieurs niveaux qui embrasse et protege les paradigmes de politique anterieurs. L'importance des derniers developpements infra-nationaux est limitee par les structures de gouvernance, par les cadres pour l'action et par les discours de politique dominants qui se combinent pour contraindre le developpement de strategies en faveur de la croissance regionale et locale basee sur la science. Erkundet wird das Auftreten eines Musters der Regierungsfuhrung auf mehreren Ebenen, insbesondere in Bezug auf Arenen fur Verhandlungen zwischen nationalen und regionalen Ebenen. Es werden Kompromisse geschlossen zwischen den Prinzipien des Wettbewerbs und der Gleichheit, und es gibt eine grosse Vielfalt zwischen den Regionen hinsichtlich der Kapazitaten zur Entwicklung von Bottom-up-Strategien fur eine wissenschaftsbasierte Entwicklung. This text discusses the approach adopted in a European research project concerning the relationships between science and industry. The analysis uses the notion of actors as vectors for the creation and diffusion of competences and knowledge throughout the innovation process. From this perspective, the article presents some results on the strategic behaviour of firms at the micro-level in five countries. An analytical framework in terms of "conventions" addresses the interplay between micro and macro levels. Finally, we present some significant insights into national public policies in the field of science-industry collaboration.

Comparative practices have evolved considerably over the last 20 to 30 years. The fields researched, objects, issues, methods and theorizations have expanded. Though we do not claim to fully account for that effervescence in this introduction, we will attempt to pinpoint a few of the theoretical and methodological matters that shape comparative research today. Two approaches-societal analysis on the one hand, the varieties of capitalism on the other-have had a long lasting influence on the comparative studies of labor, social systems and production organizations. We next turn to the ways comparative practices have recently been developed around a series of today well established theoretical and methodological issues: the critical assessment of the relevance of the national dimension, and how to empirically inform and conceptually go beyond that level of analysis; the variety of levels of reality to be compared, and of comparative analytical scales, how they interconnect; the homogeneous or heterogeneous nature of the spaces compared and where and when to reason in terms of systems or models; differentiating the entities being compared and taking interconnections into account, as well as the circulations or hybridization that make them comparable; aligning the categories that organize equivalence; the variability of protocols in empirical surveys and the need to adjust them, etc. All these matters trigger lively debates in present-day comparative work. This is a valuable indication of the vitality of this field of research.
