Urban flooding has become a serious issue in most Chinese cities due to rapid urbanization and extreme weather, as evidenced by severe events in Beijing (2012), Ningbo (2013), Guangzhou (2015), Wuhan (2016), Shenzhen (2019), and Chongqing (2020). The Chinese “Sponge City Program” (SCP), initiated in 2013 and adopted by 30 pilot cities, is developing solutions to manage urban flood risk, purify stormwater, and provide water storage opportunities for future usage. Emerging challenges to the continued implementation of Sponge Cities include (1) uncertainty regarding future hydrological conditions related to climate change projections, which complicates urban planning and designing infrastructure that will be fit for purpose over its intended operating life, and (2) the competing priorities of stakeholders and their reluctance to make trade-offs, which obstruct future investment in the SCP. Nature-Based Solutions (NBS) is an umbrella concept that emerged from Europe, which encourages the holistic idea of considering wider options that combine “Blue–Green” practices with traditional engineering to deliver “integrated systems of Blue–Green–Grey infrastructure”. NBS includes interventions making use of natural processes and ecosystem services for functional purposes, and this could help to improve current pilot SCP practices. This manuscript reviews the development of the SCP, focusing on its construction and design aspects, and discusses how approaches using NBS could be included in the SCP to tackle not only urban water challenges but also a wide range of social and environmental challenges, including human health, pollution (via nutrients, metals, sediments, plastics, etc.), flood risk, and biodiversity.

Acoustic emission (AE), as a nondestructive testing (NDT) and real-time monitoring technique, could characterize the damage evolution and fracture behavior of materials. The primary objective of this paper was to investigate the improvement mechanism of steel slag on the low-temperature fracture behavior of permeable asphalt mixtures (PAM). Firstly, steel slag coarse aggregates were used to replace basalt coarse aggregates with equal volume at different levels (0%, 25%, 50%, 75%, and 100%). Then, the low-temperature splitting test with slow loading was used to obtain steady crack growth, and the crack initiation and propagation of specimens were monitored by AE technique in real time. From the low-temperature splitting test results, SS-100 (permeable asphalt mixtures with 100% steel slag) has the optimal low-temperature cracking resistance. Therefore, the difference of fracture behavior between the control group (permeable asphalt mixtures without steel slag) and SS-100 was mainly discussed. From the AE test results, a slight bottom-up trend of sentinel function was founded in the 0.6–0.9 displacement level for SS-100, which is different from the control group. Furthermore, the fracture stages of the control group and SS-100 could be divided based on cumulative RA and cumulative AF curves. The incorporation of 100% steel slag reduced the shear events and restrained the growth of shear cracking of the specimen in the macro-crack stage. Finally, the considerable drops of three kinds of b-values in the final phase were found in the control group, but significant repeated fluctuations in SS-100. In short, the fracture behavior of PAM under low temperature was significantly improved after adding 100% steel slag.

Water-Wise Cities and Sustainable Water Systems: Concepts, Technologies, and Applications

By the end of 2018, China had 669 cities of which 297 were national or local central cities (prefecture-level and above) of large sizes and population. Altogether, these cities occupy an urban area of 200,897 km 2 , with an average population density of 2546 people/km 2. According to the National Bureau of Statistics of the People's Republic of China, the urbanization rate of the permanent population has increased from 10.64% in 1949 to 59.58% in 2018. During this period, China experienced the largest and fastest urbanization process in the history of the world. Along with the rapid urbanization and social economy, the original hydrological and ecological environments in China have been severely damaged, resulting in obvious urban water environmental problems (Cheng & Hu, 2011; Jia et al., 2013). For instance, two-thirds of China's cities are suffering from water shortage. Poor water quality was identified in 61.3% of the groundwater monitoring sites in 202 cities. According to the China Flood and Drought Disaster Bulletin, 83 cities were flooded in 2018, with a direct economic loss of 16 billion Yuan, equivalent to 0.18% of the GDP that year. With the manifold pressures from population growth, resource constraint, and economic development, novel concepts and principles are needed to guide urban water systems planning towards sustainable development.
