Since its development in the 1990s, the Regional Innovation Systems (RIS) approach has attracted considerable attention from economic geographers, innovation scholars and policy makers. The RIS approach figures prominently in the scientific discourse about the uneven geography of innovation and the factors that shape the knowledge generation and innovation capacities of regions. The aim of this paper is to reflect about the emergence of the RIS approach, the current debate as well as future challenges. This reflection paper is guided by four overarching research questions: What are the origins and theoretical foundations of this approach? What has the RIS approach contributed to innovation studies and economic geography? What are the implications for innovation policy? And what are the recent lines of research and key research challenges in the future? We argue that the contributions of the RIS approach have been substantial. Still the approach has often been applied in a rather static way, more as a heuristic than a coherent theory. The key challenges for current and future research therefore are to move towards a more theory-based, dynamic perspective on RIS, dealing with new path development and the transformation of RIS.

Regions around the world suffered asymmetric effects with the global economic crisis of the last decade. European regions were not different, and a myriad of impacts with varied magnitudes was felt. This article, inspired by the literature of varieties of capitalism (VoC), presents statistical and econometric evidence about the differences of regional resilience, measured by the variation of economic product, unemployment and R&D across regions in European Union during the economic downturn. An exploratory approach analyses the socio-economic resilience between different member states, and VoC ideal-types (liberal market economies, the continental capitalism, the social-democrat economies, the Mediterranean capitalism, and the Eastern economies). The study presents a typology of resilience clusters in European regions. There were found six types of profiles concerning resilience: great performers, fast growth, intermediate position, R&D reduction, regions in divergence, and Mediterranean regions in big trouble. The study identifies key aspects for resilience, providing policy implications for regional economic policies. The comparison of the resilience clusters and the original VoC categorization has implications for this branch of literature as it does not completely address the variety of regional answers to the shocks.

Desde a súa aparición na década de 1990, o enfoque dos sistemas rexionais de innovación (SRI) atraeu unha considerable atención por parte dos xeógrafos económicos, académicos e responsables de políticas de innovación. O enfoque SRI ocupa un lugar destacado no discurso científico sobre a desigual xeografía da innovación e os factores que explican a xeración de coñecemento e a capacidade de innovar das rexións. O obxectivo deste traballo é reflexionar acerca da aparición do enfoque SIR, o seu debate actual, así como os retos de futuro. Este artigo estrutúrase con base en catro preguntas xerais de investigación: cales son as orixes e os fundamentos teóricos deste enfoque?, cal foi a súa contribución aos estudos de innovación e á xeografía económica?, cales son as súas implicacións para a política de innovación?, e cales son as liñas de investigación máis recentes e os desafíos claves da investigación no futuro? Arguméntase que as contribucións do enfoque dos SRI foron substanciais. Porén, o enfoque foi aplicado ás veces dunha maneira máis bien estática, máis como unha heurística que como unha teoría coherente. Os principais retos para a investigación actual e futura, polo tanto, deben avanzar na liña de construír un enfoque máis robusto desde o punta vista téorico e tamén máis centrado na dinámica e transformación dos SRI.
