This article seeks to analyse the factors that determine the dynamics of the balance between supply and demand in the Spanish fresh fish market. For this, the time-series of fresh fish landed in the 1973–2009 period is analysed through an estimation of the series of transfer function models. Among other things, the findings in the Spanish case show a complex relationship between the amount of fish landed and price; a clear substitution relationship between fresh fish and aquaculture; a negative impact of labour costs in a manual labour-intensive sector such as fishing, which in developed countries is being affected by an exodus of manpower to other sectors where there is less uncertainty surrounding labour conditions; the impact of Spain being barred from international fishing grounds a result of the delimitation of exclusive economic zones (EEZs); and the dwindling importance of fisheries traffic as a result of the port devolution process begun in Spain in the early 1990s. The non-significance of a priori key factors, such as the price of oil and Spain's entry into the EEC, can be explained by widespread energy subsidies and contradictions in the objectives of the Common Fisheries Policy, respectively.

The differences between the fishing quotas and the scientific recommendations provided by the ICES were calculated to be 19% after the first CFP reform (1992)(1993)(1994)(1995)(1996)(1997)(1998)(1999)(2000)(2001) and 21% after the second one (2002)(2003)(2004)(2005)(2006)(2007)(2008). In some species, these differences showed a three-fold increase, in particular those currently considered to be beyond the biological safety limits.Regarding the most important index of abundance, the results also indicate a biomass and recruitment reduction of 75-85% of the stocks and 90% of catches, whereas the fishing mortality increased in 35% of stocks. In addition, of all populations analysed under TAC regulation, 20% presents an increase in the current exploitation rate, 17% did not show significant changes, and the remaining 63% presented a reduction between 1990 and 2007. These results could contribute to the recovery of stocks. However, following the methodology used by Worm et al. who reported that 6 out of the 10 (60%) marine ecosystems examined showed current exploitation rate values that were significantly higher than those that provide the maximum sustainable yield, this study demonstrates that 86% of the populations regulated by TACs present values higher than exploitation rates that give maximum sustainable yield, following an alarming pattern of exploitation. Multi-scaled integrated analysis across biological, economic, social, and political aspects of fisheries is needed to provide effective management strategies. These aspects are naturally conflicting and, when converged into objectives, are seldom optimized at the same time scale. For example, biological objectives are usually considered in the long-term, whereas socio-economic and political objectives are commonly considered in the short-term. Additionally, fishery managers have frequently struggled to integrate different information arising from each aspect of fishery management. The employment of integrative analysis to shark fishery management is particularly needed because of the unique biology and life history characteristics of sharks, and the increasing threat of human exploitation that affects their conservation status. One species that may serve as a model for the intersection of the myriad of aspects of elasmobranch management is the spiny dogfish (Squalus acanthias). This commercial shark species was recently considered, unsuccessfully, for inclusion in trade-regulation lists due to international concern about its conservation status. The need to provide thorough integration of biology, life history, and ecology of spiny dogfish with information concerning the commercial trade, socio-economic, and political aspects of the fishery has now reached a critical juncture. We attempt to provide such an integration in this paper. First, we review basic biology and life history characteristics of spiny dogfish and then integrate this information into aspects of the international trade for the species. This is done using the framework of two of the most significant fishery management governance systems affecting the international management of the species and its conservation status (i.e., the MagnusonStevens Fishery Conservation and Management Act in the USA, and the Common Fisheries Policy in the European Union). Our analysis indicates that to achieve effective fishery management of spiny dogfish stocks and populations at international, national, regional, and local levels there is still the need to understand and integrate socio-economic, political and ecosystem-based aspects outside the framework of national fishery jurisdictions.
