We investigate the productivity spillovers from the UK government’s decision to use extensive property tax reductions as a key instrument to stimulate innovation in smaller businesses and drive local growth. To capture the complex interaction and clustering of hierarchical effects, we apply non-parametric Random Effects Expectation Maximisation algorithm that complements more standard econometric estimators, namely matching to control for endogeneity and control functions to estimate total factor productivity. These approaches enabled us to incorporate various contextual configurations in comparing the recipients of these reductions to non-recipients with regard to productivity, in which the UK has experienced a considerably worse performance than its peers since the great recession. Contrary to policy assumptions and business community expectations, we show that generic tax reductions, when significant, are mostly associated with lower productivity and thus have been unsuitably chosen as a policy mechanism to stimulate productivity growth. We further show how instruments that are not built for causality could be beneficial for policy evaluation.

The article considers the measures of State support of small and medium entrepreneurship (SME) in particular regions of the Russian Federation. For reference we selected the Republic of Tatarstan, Amur oblast, Kamchatka Krai. Examination of these regions make it possible to compare the development of small and middle-sized business entities in different geographic regions and administrative districts of Russia. Development of small and medium-sized business (SMB) currently seems relevant for Russian regions. Small and mediumsized business put significant contribution into the regional economics, gross territorial product and the budget of the region. Those entities provide advanced competitive environment and improve the quality of goods and services. Besides, small and middle-sized business increases the number of jobs created and partially address the issue of unemployment. In this regard studying the experience of different regions of the Russian Federation in creating favorable conditions and support for small and medium-sized entrepreneurship seem appropriate. The impact of state support measures for SME is also analyzed in the article. This analysis is based on the comparison of the state support measures for SME under implementation and the level of small and mediumsized businesses development in the regions covered. The analysis resulted in the conclusion about key results and perspectives of SME development in Russia and identification of critical issues hampering it.

This study explores ways in which small and socially disadvantaged businesses performing government contracts are affected during government shutdowns. The purpose of this qualitative exploratory study was to ascertain the impact on small and socially disadvantaged businesses performing government contracts are affected when the government shuts down for a lack of timely legislative action to appropriate new annual funding. Data were gathered from semi-structured interviews of small business owners impacted by government shutdowns. This study examined the impact of government shutdowns through both policy theory and the legal framework of procurement law and appropriations law.The major finding of this exploratory study confirms the fact that small and socially disadvantaged businesses experience significant hardships during a government shutdown. More than half of the respondents that participated in the study had experienced cash flow and liquidity problems during a government shutdown, and almost 100% of those said that those problems were either severe or moderate, calling into question their company's continued solvency, and making it necessary for about half of them to furlough or terminate employees.Progress towards the congressional goal of better integrating socially disadvantaged businesses into the mainstream national economy to improve equitable wealth distribution was harmed by government shutdowns. Study findings support further research to quantify the effect of government shutdowns to make informed policy decisions to mitigate damage to small and socially disadvantaged businesses.
