“…Yet, e-government research has not extensively looked at this relationship. ICT in the public sector has mainly been discussed as a tool to help create new and better service delivery (Bekkers & Zouridis, 1999) by increasing efficiency and transparency, and improving the coordination of public administration procedures and management (Dunleavy et al, 2005a;Gupta, Dasgupta, & Gupta, 2008;Heeks, 1999). By making governments more accountable and transparent through a process of information rationalization, ICT has often been considered a valuable support for achieving the public administration reforms envisaged by the NPM trends-whether implicitly or explicitly (Barca & Cordella, 2006;Barzelay, 2001;Cordella, 2007;Currie & Guah, 2007;Homburg, 2004;Hood, 1991).…”

“…Recent generations of public sector information systems are much more outwards looking; they support the electronic delivery of public services to the citizens and the enterprises, enabling them to make most of their transactions with the government via electronic channels, such as the Internet (Bellamy and Taylor, 1998;Bekkers and Zouridis, 1999). New concepts are being developed based on the above advanced capabilities, such as the``New Electronic Customer Focused Government'', and thè`V irtual Public Enterprises''.…”

“…IS in the public sector is a tool to support delivering new and better government services to government stakeholders by increasing efficiency and transparency and by improving accountability in public administration procedures and management (Bekkers & Zouridis, 1999;Dunleavy et al, 2006;Gupta et al, 2008;Heeks, 2002). Researchers have pointed out that IS has long been considered as an activator of modernization in public administration or as a trigger for organizational changes (van de Donk & Stellen, 1998).…”
