Energy affordability and the benefits system in Italy

Abstract: The paper provides a discussion of alternative measure of energy affordability. We examine the emergence of fuel poverty in Italy from 1998 to 2011. We assess the appropriateness of the Italian energy benefits eligibility criteria.
