Охарактеризовано електроенергетичне середовище, яке деформоване монопольними структурами та тотальним контролем по ціноутворенням. Наведено приклад європейської моделі реформування електроенергетичного ринку, що базується на прозорості та доступності споживачів до електроенергетичних послуг. На цій основі з’ясовано цілі та вектори реформування регіональних ринків електроенергетичних послуг. Передбачено, що процес реформування мав би бути здійснений на поєднанні організаційних, економічних, технічних, соціальних та інших цілей. З’ясування переваг та недоліків при реформуванні електроенергетичного ринку регіону та країни відображено в авторській методиці SWOT-аналізу. Запропонований замкнений цикл реформування електроенергетичного ринку, який охоплює взаємозамінне поєднання таких компонент: регіональні електроенергетичні мережі, ринкове середовище, Інформаційне середовище, фінансово-кредитне забезпечення, інтегрування, трудові ресурси, комунікаційні зв’язки. Окреслено вектори подальшого реформування.

Substantiating the priorities of regulating the investment-innovation processes in the electric power industry is of essential practical use for Ukraine and its regions. The priorities should be determined following certain principles to improve the efficiency of their application through organizational, managerial, and economic approaches to promoting low-carbon development consolidated with priorities concerning climate change, economic development, and perspective competitiveness. The paper aims is to examine the main strategic priority directions of regulating the innovation and investment processes occurring in the electric power industry of the country. In this scientific work, the priority directions concerning the regulation of investment and innovative processes of the electric power industry of the South-Eastern region of Ukraine and the directions of its realization are offered. Regulatory objects are specified. The conceptual provisions of the strategic priorities for the regulation of investment and innovation processes in the electricity sector of the state are outlined, as well as the goals, principles, and imperatives are determined. The paper emphasizes that the South-Eastern region of Ukraine is characterized by a high capacity for the development of renewable electricity. An in-depth study of several basic regulations that determine the priorities for regulating innovation and investment processes in the electricity sector of the South-Eastern region is carried out. The main challenges of the industry development are summarized. The risks it carries for the regions of the state as well as the opportunities it gives them, including the attraction of investments, are indicated. As a result of the study, the range of priorities of direct and general nature was outlined.
Introduction. In the modern economic literature, the issue of investment and innovation processes of the electricity industry is practically not considered, as they remain in the plane of economic activity of electricity companies and are not covered information. However, there is a need for a comprehensive approach to investment and innovation processes in the electricity sector of the region and the definition of organizational and economic vectors for the national electricity strategy. The purpose of the study is the importance and role of investment and innovation processes in the electricity sector of the region. Results. The article highlights the importance and significance of electricity as an integral resource for sustainable development of the region. The goals of reforming the electric power industry in three directions are detailed: reduction of electricity tariffs, innovative processes of increasing the competitiveness of the electric power industry, innovative processes of reproduction and development of electric power facilities. The algorithm for the relationship between the subjects and objects of the electricity industry is structured. The reasons for the emergence and consequences of such a model of the electricity industry as a "single buyer" are studied, the functional purpose of institutions and entities of the electricity market is explained. The priority directions of investment and innovation processes in the regional electricity markets are highlighted. Ways of their further energy modernization and synergy are outlined. Conclusions. The innovation process is a set of systematic actions of entrepreneurial activity to revive the efficiency, reliability and safety of activities at high risk. It is outlined that the main features of this mechanism are the presence of various risks; ecological and economic consequences, the generalized effect of innovative measures. However, despite the mesoeconomic nature of the vector of investment and innovation activities in electricity companies, it is worth considering the final macroeconomic effect, which will provide a certain strategic vector for the state development.
