Enterprise architecture operationalization and institutional pluralism: The case of the Norwegian Hospital sector

Abstract: Enterprise architecture (EA) is a systematic way of designing, planning, and implementing process and technology changes to address the complexity of information system (IS) landscapes. EA is operationalized when architecture visions move towards realization through concrete projects. We report a case study on the dynamics of operationalizing EA in the Norwegian hospital sector by exploring different EA project trajectories. Our empirical context is an institutionally pluralistic setting where multiple logics … Show more

“…In addition to the TOE framework, the role of institution is also significant to explain the social actors’ behavior, as it provides a perspective that can help in analyzing formal and informal rules for the organization (Krell et al , 2016). The institutional theory is an approach to analyze different sectors and fields of an organization (Ajer et al , 2021). According to this theory, there are three elements of pressure influencing the organizational process of adopting, implementing and reforming using IS/IT innovation or initiative (Kuo and Dick, 2010; Liu et al , 2010).…”

“…The environmental factor refers to social resources, norms, policy, rules, standards, and organizational context. Recent EA studies indicate that some prior EA studies often focus on interpersonal interactions and dynamics but ignore the influence of institutional complexity (Ajer et al, 2021). The complexity of EA initiatives is often rooted in the overall complexity of the organization and its IT landscape.…”

“…For this reason, thus it is proposed to use the same governance framework earlier (Figure 2) as the scheme to create an ownership during implementation of Target Architecture. This phase of operationalization of EA into projects operationalization needs to consider the key aspects of the sociocultural climate in Dharmais which include autonomy (in several units / departments), flexibility, and specific demand for locally adapted system [37].…”
