Estimating the ‘consumer surplus’ for branded versus standardised tobacco packaging

Abstract: These two experiments suggest standardised packaging and larger warning labels could have a similar overall effect on adult New Zealand smokers as a 5% tobacco price increase. The findings provide further evidence for the efficacy of standardised packaging, which focuses primarily on reducing youth initiation, and suggest this measure will also bring notable benefits to adult smokers.

“…Intention to purchase cigarettes was assessed using a measure adapted from the Juster Scale (Juster, 1966), a scale combining verbal and numeric description of probabilities that respondents would purchase a product. The Juster scale has been used to assess intentions of smoking-related behaviors including cessation and cigarette purchasing in previous research (Gendall et al, 2016; Hoek et al, 2011; Janet Hoek et al, 2011; Marsh et al, 2014; Sanders-Jackson et al, 2015).
