EU Water Governance: Striking the Right Balance between Regulatory Flexibility and Enforcement?

Abstract: Considering the challenges and threats currently facing water management and the exacerbation of uncertainty by climate change, the need for flexible yet robust and legitimate environmental regulation is evident.
