Europe’s green, digital and demographic transition: a social policy research perspective

Abstract: This article lays out an agenda for researching the social policy challenges facing the EU under the combined impact of a triple transition: green, digital and demographic. It takes as its starting point the double bind confronting the welfare state, pressured by increasing costs and serious socio-ecological concerns on the one hand, and the need, more daunting than ever, for protection against a vast array of imminent socio-economic, demographic and environmental risks, on the other. “…Social protection is chiefly predicated upon labour market inclusion (a ‘productive’ welfare orientation), while issues such as working conditions and the balance between proactive and more traditional social protection measures (i.e., various social security benefits) are less pronounced (Sabato et al, 2021). What also limits the remit of social fairness considerations in the EU's green growth model is its rather narrow understanding of just transition targeted mainly to the creation of opportunities for workers/communities/regions most affected by the transition (Petmesidou & Guillén, 2022, pp. 319–322).…”

“…A brief look at the EU's strategic social pronouncements over the last decades reveals ‘a stop‐and‐go (disjointed) manner in which EU‐social policy develops’ (Petmesidou & Guillén, 2022, p. 322). Forth and back moves in policy orientation hardly establish any clear priorities.…”

“…In Europe, the EU – especially in the current conjuncture marked by its COVID-19 recovery plan – favours alignment in terms of policy responses. This probably impacts not only the predominant just transition approach but welfare policies more generally (Petmesidou and Guillén, 2022). The EU COVID-19 response and recovery packages signal a tentative shift away from austerity and renewed commitment to the social rights pillar and have been described as an opportunity to rethink what a European welfare state should look like in the long term (Hemerijck and Patuzzi, 2021).…”

“…The article by Petmesidou and Guillén (2022) in this issue lays out a research agenda on the social policy challenges faced by the EU under the combined impact of a triple transition: green, digital and demographic. It looks at the welfare state as caught between pressures from increased costs and serious socio-ecological concerns, and a need for social protection against a vast array of imminent socio-economic, demographic and environmental risks.…”
