Poverty is still become the main challenge faced by the Government of Indonesia, counted if 10.1% of Indonesian are still living under the poverty line, meanwhile, 2.9% are living under 1.9 US$ per day. The high number of poverty affected the unequal access to education. The education assistance program, which was implemented using the Indonesia Smart Card or Kartu Indonesia Pintar (KIP) aimed to increase equal access to education for the poor people. The study is conducted by applying the evaluative method, to assess the governance of the Smart Indonesia Card (Kartu Indonesia Pintar, KIP) program for the vocational schools in Surakarta City, Indonesia. The research population is the vocational schools in the Surakarta city area, which were analyzed by the qualitative method, the data obtained by using the deep interview and observation, also documentation analysis which was validated by triangulating the sources, then analyzed by using the CIPP framework, which measures successfulness based on context, input, process, and product parameters. The results of the study indicate that the KIP program has been running effectively and has received a positive response from the community in terms of funding. Some aspects that must be considered to improve the KIP implementation are: [1] the invalid data collection process for people receiving KIP, improper distribution and use of funds according to the target [2], the KIP quota not being fulfilled for all targets of the poor [3], the lack of a significant impact on the learning achievement of the students of the KIP program. Concluded that the KIP program's existence may also minimize dropout rates. To ensure the program's long-term viability, this should be balanced with the competency output of competent and excellent graduates.

The Smart Indonesia Program is a program created by the government by providing cash assistance to students who come from underprivileged families. This writing uses the literature review method. The results of the analysis of the implementation of the PIP program with a good governance perspective in Madrasahs are considered to have met the requirements and are considered effective in accordance with the guidelines or technical guidelines in the perspective of good governance according to UNDP namely participation, legal certainty, transparency, responsibility, agreement-oriented, fairness, effectiveness and efficiency, accountability, strategic vision. The recipients of the PIP program are right on target, namely students who come from underprivileged families. The use of funds from the PIP program disbursed through the Indonesia Smart Card (KIP) from the government is in accordance with technical guidelines, the funds are used for the needs of students while studying at Madrasah.Program Indonesia Pintar merupakan program yang dibuat oleh pemerintah dengan memberikan bantuan berupa uang tunai kepada peserta didik yang berasal dari keluarga kurang mampu. Penulisan ini menggunakan metode kajian pustaka. Hasil analisis penerapan program PIP dengan perspektif Good governnace di Madrasah dinilai sudah memenuhi syarat serta dinilai sudah efektif sesuai dengan buku pedoman atau juknis dalam prespektif good governance menurut UNDP yakni Partisipasi, Kepastian hukum, transparansi, tanggung jawab, berorientasi pada kesepakatan, keadilan, efektifitas dan efisiensi, akuntabilitas, visi strategik. Penerima program PIP sudah tepat sasaran yakni peserta didik yang berasal dari keluarga tidak mampu. Penggunaan dana dari program PIP yang dicairkan melalui kartu Indonesia Pintar (KIP) dari pemerintah sudah sesuai dengan ketentuan juknis, dana tersebut digunakan untuk keperluan peserta didik selama menempuh pendidikan di Madrasah.

Inequality of access to education is still a major challenge faced by the Indonesian government and is caused by cost-related issues. Therefore, the government implements the Smart Indonesia Program (SIP) to overcome problems related to costs and increase equitable access to education. The purpose of this study was to evaluate the implementation of the SIP in the Central Java province, Indonesia by examining samples obtained from 20 vocational schools consisting of 1413 students as respondents and 50 informants. The key informant was the school superintendent of the Regional Education Office VII of the Central Java province, which was analyzed with a context, input, process, and product (CIPP) evaluation. The results of this study found that in the sampling area, the implementation of the Smart Indonesia Card (SIC) program was considered to be very good, with an average context point of 82.3% (very good), an input point of 83.4% (very good), a process point of 87.7% (very good), and a product point of 90% (very good). However, two main obstacles that were identified have the potential to affect the effectiveness of (SIC) distribution, including (1) data synchronization between relevant stakeholders and (2) evaluation and reporting systems that did not refer to the principle of accountability. It is concluded that the current scheme does not refer to the principle of accountability.
