Evaluating the social mechanism of investment subsidies using an abductive approach

Abstract: Investment subsidies are the most popular means of public support for enterprises. However, evaluation studies measuring their net effect suggest that their effectiveness is highly debatable. The social mechanism of investment subsidies has been investigated in the article with a flexible, abductive methodological approach. Both methodological and data source triangulations have been applied: qualitative and quantitative methods deployed; and viewpoints of manifold groups (policy-makers, beneficiaries, journal… Show more

“…The literature indicates that methodologies founded upon critical realism (Bhaskar, 1975) enable complex organisational phenomena to be investigated (Wynn and Williams, 2012) and underlying mechanisms to be exposed (Tsoukas et al, 2000). An iterative approach to analysis that combines qualitative and quantitative data gathered from multiple sources; utilises abductive and retroductive modes of inference; and, is based on critical realism, appears to provide an viable pathway along which to pursue the production of more holistic, credible (Krupnik, 2012) and methodologically pluralistic theories (Kurki, 2009) of how boards can influence company performance outcomes.…”

“…Broadly defined in the context of R&D subsidies, it refers to granting subsidies to companies who are already more competitive. The beneficiaries take successful advantage of subsidies and are even more competitive after participating in the program (Krupnik, 2012). Although the Matthew effect is acknowledged in evaluation and among policy-makers, its interpretation from a public policy perspective remains ambiguous and the process itself is under-researched (Antonelli and Crespi, 2013; Pereira and Suarez, 2017).…”

“…The number of examples given here is a compromise between the goal of showcasing all different applications of QCA and the limits on the length of the article. The examples are loosely inspired by research ideas implemented in evaluation studies conducted by the authors (Krupnik, 2012; Krupnik et al, 2015). We keep the descriptions simplistic for illustrative purposes.…”
