Conflicts between Governance actors are rife in the era of democracy as it is today. The purpose of this study is to analyze the problems of land conflicts faced by the community against the Bandung City Government which is in a joint coalition with PT Sartonia Agung. Those two parties had a dispute over land rights in RW 11 Tamansari to control the basis of rights for housing and the construction of Row House. The struggle of each party in the struggle for land in RW 11 Tamansari was carried out through an advocacy process with both formal and informal approaches. The Advocacy Coalition Framework in this study was used as a knife for analyzing the phenomena that occurred. The research methods used in this study were qualitative research by standing on the interpretative paradigm. The data were collected by conducting observations, in-depth interviews, and documentation relating to the outline of the research. The findings obtained from this study indicated that there was a formation of strong coalition domination by the government through aggressive and repressive behavior that raised a conflict of interest in the row house construction policy in Tamansari Subdistrict, Bandung City, which was rejected by the Coalition of the Tamansari community that was formed. The series of advocacy carried out by the Tamansari community coalition had not produced results in favor of the coalition that urged a change in the policy.

The limitations experienced by people with disabilities give rise to a negative selfimage in the community mindset. They are seen as weak and unproductive human beings. This condition causes difficulty for people with disabilities to find work to meet their needs. This study explores a microenterprise named Tiara Handicraft as an antithesis to the negative mindset to provide employment opportunities for people with disabilities. The method used in this study is qualitative research with data collection techniques including interviews and documentation. Finally, for data analysis, we use interactive analysis. The findings based on the field research show Tiara Handicraft as a textile and souvenir processing business that empowers people with disabilities as employees. The people with disabilities are empowered according to their potential and interests in a variety of positions ranging from production to marketing. The products produced have reached international markets such as America and Asia, which is evidence that the works of people with disabilities are indeed of high quality. Due to its commitment and success in empowering people with disabilities, Tiara Handicraft received various awards from various parties, both at the levels of national and abroad.

The purpose of this study was to find out the success of policy advocacy in Public Dialogue as a policy making in Bojonegoro Regency. Based on the objectives, this research is a qualitative descriptive research which presents and provides a detailed description of the success of policy advocacy in Public Dialogue as a policy making. The research location was in the Office of Comunication and Information and Hall of Malowopati. A snowball technique was used to determine the informants. The method of collecting data was in the form of observation, interviews, and documentation. A triangulation technique was used to check the validity of the data. The Public Dialogue is an open space for the community and the Bojonegoro regency Government to communicate directly in order to influence the policy making. This research utilized an advocacy strategy from Roem Topatimasang to form a core circle, choose strategic issues, process data and information, influence policy makers, and monitor and assess programs. The research results found that Public Dialogue was one of the tools of the community to influence a public policy in Bojonegore Regency. Keywords: Public Dialogue, Policy Advocacy, Public Policy
