Coping with rapid urbanisation and the impacts of climate change requires effective land management. Quality land information is essential for this. A land information infrastructure is a collaborative and coordinated initiative aimed at providing land information from different organisations, such as municipalities, government departments and private companies, to diverse user communities. A land information infrastructure is complex, spanning information streams through many organisations and technical systems, and presenting challenges for managing and monitoring the production of land information. In the manufacturing field, a supply chain refers to the stream of activities from the initial source to the delivery of end products to customers, and supply chain management is directed at optimising the creation of the products of such a chain. The Supply Chain Operations Reference (SCOR) model is widely used for analysing supply chain processes in order to quantify and improve product and service delivery, and it has also been applied to geographical information supply chains. In this study, the SCOR model is applied to the supply chain processes in a South African case study of a land information infrastructure focusing on the production of cadastral information products. The supply chain comprises a land developer, a land surveying firm, the Surveyor General’s and Deeds Offices, a geospatial data vendor and the end customer. This supply chain is mapped and analysed using supply chain mapping and the SCOR model, and based on this, the complexity of the land information infrastructure is revealed. The study shows that supply chain management and the SCOR model can be used to analyse, monitor and manage the production processes of land information within a land information infrastructure.

Geospatial data are produced by several organizations located at various places, and that is clearly a distributed environment. Many technical and institutional issues need to be resolved to share data in such an environment and to eventually enable regional development. For this matter, many countries implement Spatial Data Infrastructures (SDIs) for the last 40 years. Since 2010, also Pakistan is striving to implement an SDI at the national level (NSDI). However, so far, the promised benefits have not yet been achieved. This study explores the evolution of the NSDI in Pakistan from 2010 till 2020 to reveal what kind of challenges the country is facing. Given the importance of stakeholders' support for the implementation of SDIs, we conducted a stakeholder analysis and a dedicated survey. We adopted the power-interest grid method to classify stakeholders' interests based on their authority to influence the NSDI development. Among other, the results show that stakeholders’ low participation due to insufficient technological, financial, and human resources impedes NSDI implementation efforts in the country.

A Infraestrutura Nacional de Dados Espaciais (INDE), foi estabelecida para a coordenação de usuários, produtores e reguladores do uso de geoinformação, denominados partes interessadas ou stakeholders. Este trabalho está concentrado na relação entre o desempenho e a carga de trabalho cognitiva com a função que o desempenha na INDE, explorando problemas de usabilidade relacionados com o acesso aos dados e metadados no geoportal. Os stakeholders foram caracterizados como usuários de dados (U), usuários e produtores de dados (UP), ou usuários, produtores e provedores de dados (UPP). A metodologia aplicada foi o questionário não moderado, dividido em perguntas do tipo abertas e fechadas que possibilitou a coleta de dados qualitativos e quantitativos. Para avaliação da carga de trabalho foi aplicado o Nasa Task Load Index (NASA-TLX). Foi perceptível que os indivíduos do grupo U apresentaram maior carga de trabalho em relação aos demais stakeholders. Este estudo possibilitou inferir que existe relação entre o desempenho nas tarefas que envolveram a utilização dos dados com a carga de trabalho e problemas de usabilidade relacionados ao acesso aos dados. O estudo contribui com evidências advindas de testes de usabilidade com usuários que interagiram com o geoportal da INDE, demonstrando que existe forte relação com a função que o stakeholder desempenha na INDE. A usabilidade variou bastante entre os perfis de usuário, sendo um indicativo que a interface do geoportal necessita de aperfeiçoamentos ou interfaces próprias construídas a partir dos conceitos do Design Centrado no Usuário, para melhor atender às necessidades específicas de cada grupo.
