Due to the unsatisfactory results of existing method for steel plants segmentation, we proposed a new method that integrates high-resolution remote sensing images, point of interest data (POI data) and OpenStreetMap data (OSM data) with the DeeplabV3+ model. This method was applied to Tangshan city, yielding the segmentation results for the steel plants in 2017 and 2022. Further analysis was conducted on the changes in Tangshan's steel plants and the variation in temperature distribution within these plants. The results indicate that the DeeplabV3+ model, integrating remote sensing imagery, road network data and POI, can effectively increase the extraction of steel plants and maintaining a controlled decline in the recall rate. Low-temperature steel plants in Tangshan are all located in coastal areas, while mid-to-high temperature steel plants are primarily distributed in the inland regions of Tangshan.
