Extended Data Pipeline for Circular Economy Monitoring

Abstract: Circular economy (CE) and sustainability are high on the political agenda of governments nationally and internationally. Governments are developing instruments to stimulate the CE, but without monitoring in place, these measures can be subject to abuse, failing to achieve the desired effects. CE monitoring, however, is still a nascent topic in academic literature. In this paper we propose the concept of the extended data pipeline to support CE visibility. “…In the literature on smart cities, there is much attention for the use of technologies in governance as a solution for the realization of the sustainable development goals. Various domains are discussed such as the quality of drinking water (Corbett & Mellouli, 2017), smart mobility (Docherty et al, 2018), green energy (Mosannenzadeh et al, 2017), public green spaces (Corbett & Mellouli, 2017), circular economy (Rukanova et al, 2021) and smart housing (Tomor et al, 2019). The overall argument is that smart forms of governance based on innovative IT solutions will help urban governments to transform their cities into more sustainable environments (Tomor et al, 2019).…”

“…An additional solution is an implementation of piggybacking through the extension of data pipelines of the circular chain. As stated in [41], extended pipelines offer additional visibility of the data origins due to the simultaneous connection of actors that are interested in the circular flow, data collection at the moment of their generation, and official regulations by the responsible authorities for secure supervision.…”

“…Aside from suggested practical strategies and guidelines as listed in Table 1, currently there is still lack of research on CE framework for tax administrations including customs. Research were mainly focused on providing framework to monitor and enhance the governance of CE by specifically tilize g digital infrastructure (Rukanova et al,2021b), by using data pipeline (Rukanova et al, 2021a), and blockchain-based solid system (Kofos et al, 2022); and framework for comprehensive taxation across the life cycle of products (Milios, 2021) as listed in Table 2 in the Annex.…”
