Today’s competitive advantage is built through sustainability. Regional competitiveness is undoubtedly one of the most important components for achieving sustainability of development at the local level. The analysis of key factors and their correlations, aimed at gauging regional competitiveness, yields valuable insights into the multifaceted elements that impact the growth and advancement of underprivileged regions. However, a crucial question remains: What precisely are the factors that form the foundation for assessing and measuring regional competitiveness? The literature review and analysis initially identified the ten most frequently mentioned factors for measuring regional competitiveness. The overarching aim of the research is the understanding of the ten main determining factors of regional competitiveness and the extraction of ten propositions based on those ten factors and exploring the relationship between various factors and regional competitiveness. This study’s time frame was from August 2023 to January 2024. In this research, our aim was to undertake a traditional literature review, concentrating on the context of doing a more traditional and critical literature review rather than a systematic literature review. We assess and evaluate published research spanning the last five years (2018–2023); we have identified and emphasized ten central and widely published factors that span various domains, including (1) economy, (2) labor market, (3) poverty and social inclusion, (4) healthcare, (5) educational infrastructure, (6) environmental considerations, (7) transportation infrastructure, (8) science and technology, (9) high-tech industries, and (10) innovation. Our main findings on these ten reviewed factors indicate the following. (a) The economy factor should be expanded to include education, healthcare, and environmental sustainability parameters, while (b) there is a need to address youth employment differences in the labor market. (c) Collaborative, multidimensional approaches are important, together with improving health infrastructures and services, to improve poverty and social exclusion. (d) Investments on education and innovation are required to improve prosperity and competitiveness, as are more informed policies and collaborative actions for a greener, healthier, and more sustainable future, and finally, (f) well-planned investments in transportation, the essential link between R&D, innovation, and economic progress, as well as additional high-tech industry development and innovative actions should be taken for permanently sustainable and economic growth of the regions. Overall, the research highlights how economic, social, and environmental factors intertwine to shape successful societies, forming a fundamental understanding of regional competitiveness. The research underscores the interconnectedness of economic, social, and environmental factors in shaping prosperous societies, providing a foundational understanding of regional competitiveness.

Families with children in Russia have a high risk of poverty. Often mothers do not work in these families, and the income of working family members together with social support measures are not sufficient. In recent years, support for families with children has been priority of social policy. At the same time, the State social assistance depends on the age of a child, and as the child is growing older the social assistance is decreasing. Until 2021 the whole variety of monetary payments to children was limited to the age category of 7 years (for all families) and up to 17 years (for single-parent families). These age limits put other children at a disadvantage as compared to children receiving assistance. That's why in March 2022 the Government announced a monthly cash payment for all children living in low-income families aged from 8 to 17 years. The next age limit for children in low-income families getting social support leaves without benefits children aged 17-18 years. Usually they do not have their own income, but they require not less, but more family expenses for their maintenance. The main goal of the study was to show that families with children aged 16-17 bear the same expenses as families with children under 16 years of age, but they have no additional sources of income. The study was based on the data from a population survey (Household Budget Survey-2019) and a longitudinal survey of families with school-age children (Russian Longitudinal Monitoring Survey of HSE2018-2019). The study emphasized the need of social support for families with senior school-age children.

Targeted allowances for children aged 3–7 and 8–17: accessibility, effectiveness and lessons for unified benefit

Families with children can receive monthly payments of a substantial amount (from 50% to 100% of the child’s subsistence minimum). In January 2023, a unified benefit for children was introduced, extending to all categories of the child population the rules of monthly payments provided to low-income families with children aged 3–7 and 8–17. Based on 5 waves of telephone surveys conducted by RANEPA in the period from October 2021 to November 2022, as well as an analysis of comments from Internet sources, the article analyzes the risk of poverty for families with children from 3 to 17 years of age, accessibility of social support, coverage and effectiveness of monthly payments for children aged 3–17. It is shown that households with children aged 3–17 have 1.5 times higher risk of poverty that rises with an increase in the number of children, as well as in the presence of the unemployed, and living in rural areas. By the end of 2022, more than 20% of households with children of this age were covered by payments in question, among families with 3 and more children — 47%. At the same time, less than half of poor households with children aged 3–17 are covered by these payments. Due to provision of payments, the share of poor households decreased in November 2022 by 1.18 times. Several factors remain, which lead to significant exclusion errors that reduces the impact of the monthly payments on poverty. When switching to the unified benefit for children from 0 to 17 years of age, it is important to take into account the experience of providing support for children aged 3–7 and 8–17 in order to make timely adjustments that will increase the coverage of needy families and raise the impact of the benefit on poverty.
