The urgency of the research lies in the possibility of providing educational services even in the crisis conditions of modern times, caused by geopolitical problems and the spread of the global coronavirus pandemic. The activities of Open Universities in the states of the European Union are characterized by openness and the possibility of providing complex educational programs according to modern pedagogical practice. The importance of Open Universities’ activities is underpinned by the use of modern pedagogical methods, namely: distance education and interactive classes. The issue of applying the European education system of Open Universities is crucial to the possibility of improving the population’s general educational level and contributing to the enhancement of the population’s qualifications in EU states. The purpose of the academic paper is to study the principles of activity and aspects of the development of Open Universities in the states of the European Union. The objectives of the research are to analyse the functioning of Open Universities, define the educational program and outline the prospects for further development. The object of the research is the factors of activity and development of open universities in the European Union’s states based on modern digital technologies. By using the methods of scientific research, both exploratory and analytical ones, an assessment of the activities of Open Universities in European countries was carried out. The research methodology consists in the analysis of theoretical and methodological approaches to the Open University as an educational institution and conducting a study of the prospects for the development of Open Universities in the countries of the European Union. The results obtained can be used in practical training of students for their subsequent admission to higher educational institutions and improving the process of developing a complex of educational programs in Open Universities. The academic paper examines the principles and factors of the development of Open Universities in the countries of the European Union.

Financial resources of households in most developed countries are the largest in volume, stable in terms of the development of the financial services market and economy as a whole. It is the development of the mechanisms for attracting these funds from economic entities, knowledge of the process of making financial decisions, is an important and integral part of forming a solid foundation for sustainable economic development. Accordingly, conducting research in this area is relevant and necessary. Thus, theoretical and methodological provisions for the formation of deposit behavior of households in current changing conditions of the financial services market is the subject of this research. Within the study, a range of classical scientific approaches is used. The following general and special research methods were used, namely: analysis, synthesis, content analysis, system approach and method of logical generalization, process approach, etc. Methods of graphic visualization of research results were used as well for better presentation. The purpose of the article is to study the nature and features of the formation of deposit behavior of households in the financial services market in terms of its transformation. Thus, as a result of the study, within the article, a detailed analysis of the essence of deposit behavior of households is carried out, and the author’s concept of the interpretation of the following categories “deposit behavior”, “deposit behavior of households” is formulated. The article identified and systematized the main factors influencing the formation of this type of behavior; these factors are divides into groups: endogenous and exogenous. The detailed consideration of the formation process of deposit behavior of households in the financial services market allowed to identify the main stages of its formation and to describe their features. It is established that the process of reflection of economic entities plays an important role in the formation process of deposit behavior of households, which highlighted the need to deepen theoretical issues of this direction. Accordingly, the essence of financial reflection is specified, the specific features of the implementation of reflective management of the formation process of deposit behavior of households in the financial services market is considered.

The article is devoted to the problem of taking into account different types of similarities in the conceptual models of enterprises, which is advisable when creating computer expert systems, in particular, those intended for crisis management. This is necessary in order to exclude reworking of the conceptual model components from the very beginning. Models and theories of crisis management are the basis for its further conceptual modeling. To develop them, it is advisable to use the so-called object-oriented approach, which makes it possible not to develop certain parts of the conceptual model each time, but to reuse them without any changes. This reduces the labor intensity, shortens the time required to create a conceptual model and improves its quality.
